Under the patronage of His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Ports and Borders Security Council, officially opened the Global Government Cloud Forum. This special event, the first of its kind, was organized by the Dubai Electronic Security Center (DESC) in partnership with the World Bank Group.
The opening ceremony brought together many key figures, including government officials, industry leaders, and experts. Among the attendees were His Excellency Lieutenant General Talal Humaid Belhoul Al Falasi, head of Dubai's State Security Department; His Excellency Awad Hader Al Muhairi, Chairman of DESC; and His Excellency Hamad Obaid Al Mansoori, Director General of Digital Dubai and a DESC board member. The event also welcomed over 500 experts, 200 government officials, 50 international speakers, and 30 leaders in government cloud technology.

A Global Platform for Change
During his opening speech, His Excellency Yousuf Al Shaibani, Chief Executive of DESC, highlighted the forum’s purpose as a global platform to guide strategies for cloud computing and support sustainable growth worldwide.
Al Shaibani said, “Hosting this global forum is a significant step that reflects Dubai’s commitment to leading the way in digital innovation and sustainability. This event is part of the UAE’s broader vision for the future, which focuses on embracing innovation to create a better tomorrow.”
He expressed gratitude to the nation’s leadership for their guidance in making such global initiatives successful. He also emphasized DESC’s mission to make Dubai one of the safest digital cities in the world, in line with the goals of the Dubai Economic Agenda D33 and the UAE Vision 2071.
UAE’s Leadership Recognized
The World Bank Group praised the UAE for its role in advancing cloud computing and setting global standards for innovation in technology. The group highlighted the UAE’s strong digital infrastructure, which includes modern data centers and partnerships with leading technology companies. These advancements have helped position the UAE as a hub for digital innovation in the region.
Dubai was described as a “City of the Future” due to its ongoing efforts to adopt the latest technology solutions, including advanced cloud computing. The World Bank acknowledged Dubai’s role in creating a forward-looking digital landscape that inspires other cities around the world.
Roby Senderowitsch, Practice Manager at the World Bank Group, spoke during the event about the importance of government technology in improving people’s lives. He stressed that cloud computing plays a vital role in making public services more efficient and secure. He also highlighted the importance of countries sharing their knowledge to promote global progress in the digital world.
Senderowitsch praised Dubai’s leadership in hosting the forum, calling it an example of how countries can work together to shape the future of cloud computing. “Dubai’s efforts in organizing this forum and its focus on digital innovation show the UAE’s dedication to building a better future,” he said.
Forum Highlights
The event closed with remarks from representatives of both the World Bank and DESC, who reaffirmed the importance of cloud computing in building sustainable and secure societies.
The Global Government Cloud Forum was organized by DESC with support from du as the main partner, alongside Moro HUB and the Investment Corporation of Dubai. The forum marks another milestone in Dubai’s journey toward becoming a global leader in digital innovation.
