The Kadugannawa Railway Museum, operated by the Railway Department, was opened on December 27, 2014, in the historic city of Kadugannawa. Located close to both the main road and the railway line, it was established as a tourist attraction and an educational center to showcase the proud history of Sri Lanka’s railway service.
Sri Lanka’s railway journey began on December 27, 1864, when the first train traveled from Colombo to Ambepussa carrying 84 passengers. For the past 11 years, the museum has provided valuable service to local and foreign tourists, as well as to students seeking to understand the services and old equipment of the Railway Department.
At present, however, the maintenance condition of this important tourist site is not satisfactory. Visitors can clearly observe contamination, declining tourist attraction, and several other issues that reduce its value and appeal.
The entrance road is blocked and the path to the museum is unclear.
The parking area is not properly developed or renovated.
There is no proper landscaping or decorative garden arrangement.
Protective fencing, boundary walls, or green fencing methods have not been properly used.
Old locomotive engines displayed outdoors do not have protective roofing or preservation measures.
There is no proper toilet system for tourists.
The half-finished adjacent land remains unused, although it could be developed for additional parking facilities.
Financial provisions for such development could potentially be obtained from the Central Province Ministry of Tourism, the Urban Development Authority, the Department of Archaeology, or other sponsors.
The museum building has become a habitat for pigeons. Pigeon droppings are damaging the artifacts and creating unpleasant odors, which significantly reduce the attraction for tourists. Necessary steps must be taken to prevent contamination and decay of valuable items.
Measures such as:
Employing sufficient staff for cleaning and maintenance,
Installing plastic curtains or other barriers to prevent pigeons from entering,
Providing proper conservation methods,
should be implemented immediately.
Installing a solar power system could reduce electricity costs and generate additional income.
Since more tourists visit on Saturdays, Sundays, and Poya holidays, the museum should remain open on these days to increase revenue.
Legal awareness should be provided to tourist guides. It has been observed that some guides take photographs from the road and fail to show the internal value of the museum to tourists. Preventing this practice could increase visitor numbers and income.
Two visible information boards should be placed on both sides of the road to promote the museum effectively.
The train model inside the museum requires repair and a proper ceiling or protective covering.
All these steps should be taken urgently to preserve this proud history.
Kadugannawa is a tourist city, and this museum holds strong economic potential. By improving facilities and organizing the site properly, higher ticket prices could be introduced:
Local adult ticket: Rs. 100
Children’s ticket: Rs. 50
This could generate significant income for the Railway Department and contribute to further development.

Embekke Devalaya
Balana Fort
naturally increases its ability to attract both local and foreign tourists. The large number of visitors would also benefit local businesses in Kadugannawa.

However, it is regrettable that officials of the Railway Department have not yet taken sufficient steps to modernize and develop the museum further.
It is now time for the current government, the Honorable President, the Honorable Minister of Transport, the Deputy Minister, and the General Manager of Railways to conduct a formal investigation, correct shortcomings, and modernize the museum. What was not completed by previous administrations should now be addressed to transform this site into a world-recognized tourist destination.
The Kadugannawa Railway Museum represents 161 years of railway heritage. Due to road blockages, the main line train service between Kadugannawa and Rabukkana is currently not running. Even if services resume soon, the large engine cars displayed here cannot easily be relocated. Therefore, preserving them at this location is essential for future generations.
The museum was established with great hope and support from railway enthusiasts. However, the lack of proper maintenance has led the public to question whether a deliberate attempt is being made to remove it from this location. The failure of political authorities and responsible institutions to give attention to this matter is a serious injustice to the residents of Kadugannawa and to tourists.
Many students rely on this museum for research and higher education theses. Allowing this acquired land and its heritage to deteriorate is an injustice to future generations.
The Kadugannawa Railway Museum is a valuable heritage site that must be preserved. It has the potential to earn foreign exchange, enhance tourism, generate income, and bring pride to Kadugannawa and Sri Lanka.
All relevant institutions and authorities must unite to preserve, update, and develop this museum. Protecting this 161-year-old railway history is not only a responsibility but a service to future generations.
It is hoped that immediate attention will be given to safeguarding and modernizing this important national heritage site
