Etihad Energy Services Company (Etihad ESCO), a company fully owned by Dubai Electricity and Water Authority (DEWA), has successfully completed Dubai’s first energy savings performance contract (ESPC). This project, which started in 2015, has now been completed in 2024 with impressive results. It is a major step in making Dubai a smarter and greener city by improving energy efficiency in buildings.
The project set new global standards by showing how operational costs can be reduced through better energy management. It aligns with Dubai’s Demand Side Management Strategy 2050, which aims to lower energy use and promote sustainability.

What the Project Included
The initiative involved upgrading various systems at DEWA’s facilities, including heating, ventilation, air conditioning, lighting, water usage, and insulation in several buildings. The buildings that benefited from these upgrades include DEWA’s headquarters, as well as sites in Al Hudaiba, Umm Ramool, Al Wasl, and Burj Nahar. Administrative buildings at DEWA’s G and L stations were also part of the project.
One of the most significant upgrades was at DEWA’s headquarters, where the chilled water system was completely revamped. New high-tech chillers with magnetic bearing systems were installed, helping to improve cooling efficiency while reducing energy consumption. These enhancements contribute to better infrastructure, improved operations, and environmental protection.
Impressive Energy and Cost Savings
Over six years, this project led to savings of approximately 35.2 gigawatt hours of electricity and 2.8 million imperial gallons of water. Additionally, it helped reduce 1,452 tonnes of CO2 emissions, contributing to a cleaner environment.

Dr. Waleed Alnuaimi, CEO of Etihad ESCO, emphasized the strong partnership between Etihad ESCO and DEWA in advancing sustainability. He stated, “We take pride in playing an active role in making Dubai one of the most sustainable cities in the world. Through this project and many others, we are promoting energy efficiency and helping generate long-term financial and environmental benefits.”
The impact of this project goes beyond just saving money on energy bills. It also improves Dubai’s smart infrastructure, raises operational standards, and supports the city’s goal of becoming a global leader in energy efficiency and innovation.
