Dubai's Shared Procurement Programme (Tasharok) achieves AED 160 million in savings.

The Dubai Department of Finance’s Support Service Centre (SSC) has announced that the Dubai Government Shared Procurement Programme, known as Tasharok, has achieved significant savings of AED 160 million for 60 government entities by the end of August. This accomplishment reflects a noteworthy 16% reduction in procurement spending since the programme's establishment in September 2020.

H.E. Abdulrahman Saleh Al Saleh, Director-General of the Department of Finance, emphasized the programme's efficiency and its vital role in fostering collaboration among government entities to achieve financial milestones. He noted that Tasharok is aligned with the vision of H.H. Sheikh Mohammed bin Rashid Al Maktoum, aiming to excel in governance and ensure the prudent management of public funds while maintaining efficiency across government operations.

According to Hamed Abdulghafoor Alawadhi, Executive Director of the Shared Services Sector, the Tasharok programme has successfully reduced the average procurement process duration from 14 days to just 6 days. This improvement was made possible through the establishment of joint framework agreements with suppliers, which ensure unified and stable pricing. These agreements streamline the procurement process, significantly reducing the time and effort required from each government entity and resulting in substantial cost savings.

Mubarak Ahmad Al Shamsi, Director of the SSC, explained that the Tasharok programme employs a hybrid strategic approach to procurement. While the SSC provides essential data and reports to participating government entities, it does not directly oversee supplier attraction and selection. Instead, the programme offers central support, allowing seven main and specialized entities to lead the procurement process. These entities set standards and negotiate joint framework agreements with suppliers, promoting efficiency and consistency across the board.

The Tasharok digital platform is divided into two main sections: a general store featuring contracts with all suppliers and a specialized store for contracts specifically with Dubai SMEs. Currently, the platform offers over 5,000 products and services at fixed prices, categorized into 24 distinct categories. To date, more than 300 employees from 77 government entities have received training on how to effectively use the platform, with 60 of those entities actively participating in the programme.
