Dubai has strengthened its position as a major global maritime centre, earning the title of “the crown jewel of the Middle East’s maritime sector.” This recognition comes from the 2025 International Shipping Centre Development Index, a report prepared by Xinhua News Agency in collaboration with the Baltic Exchange. According to the report, Dubai ranks among the top five shipping centres worldwide and is first in the Arab region.
Leadership Praises Dubai’s Achievement
Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority, part of the Ports, Customs, and Free Zone Corporation, welcomed the recognition. He said: “Dubai’s fifth-place global ranking and first place in the Arab world reflect the vision of our leadership and the strong coordination between strategic partners and maritime companies. We are committed to continuous development, delivering world-class services, adopting international maritime practices, implementing innovative solutions, updating regulations, and fostering a thriving maritime business environment. Our aim is to position Dubai as a sustainable and innovative centre for global shipping and logistics.”

Dubai’s Maritime Ecosystem
The report highlights Dubai’s complete maritime ecosystem, which includes:
Navigation services for ships
Shipbuilding and repair facilities
Capacity to manage a growing number of vessels
It also emphasizes the Dubai Maritime Transport Plan 2030, which is in line with the Dubai Economic Agenda D33. This plan focuses on:
Expanding the use of maritime transport
Enhancing marine transportation networks
Developing Dubai Maritime City
Jebel Ali Port: Strategic Regional Hub
The report specifically praised Jebel Ali Port for its strategic importance as a regional shipping hub. This recognition comes after continuous investment in infrastructure and services. In 2024, the port handled 15.5 million twenty-foot equivalent units (TEUs), the highest since 2015. This accounted for 18% of the 88.3 million TEUs managed by DP World, the port operator.
Sustainability Efforts
Jebel Ali Port’s efforts to reduce environmental impact were also highlighted. These initiatives include:
Offering biofuel for ships
Installing 50,000 m² of solar panels to produce renewable energy
Using electric vehicles for container handling
These steps contribute to an annual reduction of 2,000 tons of CO₂ emissions.

Captain Ibrahim Al Blooshi, Executive Director of Dubai Ports Authority, said: “We are proud of this recognition, which confirms Dubai’s strong position as a global maritime hub. Jebel Ali Port continues to excel at regional and international levels. The Dubai Ports Authority is committed to enhancing the maritime sector’s role in achieving the objectives of the Dubai Economic Agenda D33, through our three ports—Jebel Ali, Port Rashid, and Hamriyah—despite global economic challenges. We remain dedicated to protecting the marine environment and ensuring the highest safety and operational standards in the maritime sector.”
