Dubai Launches Updated Social Services Standard 2.0

As part of the ‘Year of Community 2025,’ Dubai’s Community Development Authority (CDA) has officially launched the updated version of the Dubai Social Services Quality Standard (2.0). This framework is designed to enhance Dubai’s social sector and position the city as a global leader in providing high-quality social services.

The updated standard aims to improve the overall quality of social services by setting clear rules and benchmarks that organizations must follow. It ensures that services meet the needs of the community while protecting the rights of individuals and families.

Three Main Pillars of the Standard

The Dubai Social Services Quality Standard is based on three main pillars:

1. Effective Leadership and Management – Organizations are expected to have strong leadership and clear management practices to ensure smooth operations and better services.

2. High-Quality Service Delivery – Services must meet high-quality standards, ensuring that beneficiaries receive the care and support they need.

3. Protection of Clients’ and Families’ Rights – The standard emphasizes safeguarding the rights of all beneficiaries, especially vulnerable groups.

The framework includes 21 core standards, 57 sub-standards, and over 200 detailed requirements. Special focus is given to vulnerable groups, including People of Determination, senior citizens, and children, to make sure their needs are addressed effectively.

Star Rating System for Improvement

A notable feature of the updated standard is the Star Rating System, which ranges from one to five stars. This system evaluates social service organizations based on:

• Capability – How well the organization is equipped to provide services

• Results – The effectiveness and impact of services on the community

• Sustainability – How well the services are maintained and improved over time

The rating system helps organizations track their progress, continuously improve services, and measure the real impact on individuals and families.

Commenting on the launch, His Excellency Huraiz Al Mur Bin Huraiz, CEO of Community Regulations and Services Sector at CDA, said: “The updated Dubai Standard reflects our commitment to embedding quality as an institutional culture across the social sector. This milestone will elevate Dubai’s social sector to new levels of transparency, efficiency, and innovation.”
