In a move aligned with the vision of wise leadership and the country’s strategic goals for digital transformation and innovation, the Dubai Land Department (DLD) has signed a Memorandum of Cooperation with Keyper Holdings. This collaboration aims to enhance property management through advanced digital solutions, part of the broader REES initiative focused on real estate innovation. These solutions are set to improve efficiency, streamline processes, and foster innovation within the real estate sector.

The agreement was formalized by Majid Al Marri, the CEO of the Real Estate Registration Sector at DLD, and Omar Abu Innab, Co-Founder and CEO of Keyper Holdings Ltd. This signing took place on the sidelines of the DLD’s participation in the GITEX Global 2024 event, highlighting the department’s commitment to integrating technology into its operations.
This partnership will provide integrated solutions designed to enhance transparency and efficiency in property management, allowing both tenants and landlords to access accurate and timely information. This initiative is expected to reduce disputes and facilitate informed decision-making. A key component of the collaboration is the development of digital platforms that will improve communication between landlords, tenants, and property management companies, ensuring prompt responses and efficient information sharing. Additionally, leveraging data analytics will enable stakeholders to gain deeper insights into market needs, ultimately guiding real estate investment and development strategies more effectively.
The collaboration also aims to implement technological solutions that enhance resource consumption, thereby supporting global sustainability efforts. To ensure the successful adoption of these digital solutions, training programs will be provided for DLD employees, enhancing their skills in utilizing modern technology effectively.
As part of the memorandum, the DLD will focus on improving digital integration by linking Keyper’s services with its existing platforms to enhance user experiences and simplify real estate processes. Keyper Holdings will introduce an electronic platform that enables tenants to pay their rent via credit cards and automatic debit systems, with the added convenience of allowing payments in 12 monthly installments. This ensures that landlords receive their rent smoothly and consistently. The partnership will also integrate with the Keyper app to facilitate processes related to sales, leasing, and mortgage registration, alongside connecting with the ‘Mollak’ platform for managing owners' association fees and providing precise information services.
Majid Al Marri expressed his enthusiasm for the partnership, stating, “Through our collaboration with Keyper Holdings, we aim to establish new standards for property management that leverage smart technology to enhance efficiency and transparency. This memorandum aligns with our broader vision to achieve complete digital integration, creating an attractive and sustainable real estate environment that aligns with global trends and attracts foreign investments. At Dubai Land Department, we understand that digital transformation is the future, and this partnership will significantly contribute to delivering advanced smart services to users in Dubai.”
Omar Abu Innab also expressed his excitement about the collaboration, highlighting its potential to transform the experience for property owners and tenants in Dubai. He stated, “This initiative will eliminate the reliance on cheques for rent payments, offering tenants the option to pay their rent monthly, thus simplifying their financial obligations.”
This collaboration is part of the Dubai Land Department’s broader strategy to bolster the emirate’s leadership in digital transformation and to cultivate a thriving investment environment. The synergy between public and private sectors is expected to drive innovation and efficiency, ultimately enhancing Dubai’s competitiveness as a global hub for business and real estate.
