China Conducts First Missile Launch into Pacific Ocean Since 1980

China launched an intercontinental ballistic missile (ICBM) deep into the Pacific Ocean, marking its first such test since 1980. The missile test, which raised significant eyebrows in the international community, was downplayed by Beijing's Ministry of National Defence (MND). The MND characterized the event as a "routine arrangement" in its annual training plan, asserting that the launch was in accordance with international law and not directed at any specific country.

Despite the Chinese government's attempt to frame the launch as commonplace, the significance of the event is hard to overlook. Notably, the MND provided advance warnings to select nations, including the United States and France, an action not typically associated with routine tests. A Pentagon deputy spokeswoman acknowledged that the U.S. received prior notification and considered it a positive step towards preventing misperception and miscalculation between nations.

The missile launch occurred at approximately 8:44 AM local time and was tracked by the U.S. Air Force, which deployed an RC-135S Cobra Ball aircraft to gather optical and electronic data along the missile’s flight path. This specific missile test landed near the exclusive economic zone of French Polynesia, not far from the Marquesas Islands, prompting expressions of concern from countries like New Zealand, which described the test as "unwelcome." Regional neighbors such as Australia, Japan, and New Zealand also sought explanations from China regarding the launch.

This ICBM test has significant symbolic undertones, as it coincided precisely with the tenth anniversary of the first launch of the DF-31AG missile, which occurred on September 25, 2014. Experts suggest that the timing of the test is indicative of the People's Liberation Army's (PLA) focus on leveraging historical markers to showcase military advancements. Additionally, the test comes amid increasing tensions in the region, particularly with Japan, Taiwan, and the Philippines, and raises questions about China's long-term military ambitions.

Taiwan's Ministry of Foreign Affairs did not hold back in condemning the missile launch, labeling it an exhibition of China's "expansionist ambitions." The Ministry urged China to cease actions that could destabilize the region and called for greater restraint.

The missile was launched from Hainan Island, a Chinese territory located north of the South China Sea. It reportedly flew approximately 12,000 kilometers, effectively demonstrating China's capability to reach the continental U.S. with this type of nuclear weapon. The significance of this distance is emphasized by the proximity between Hainan Island and Los Angeles, which is roughly 12,100 kilometers away. This launch underscores a shift in China's strategic posture and raises concerns about its growing nuclear capabilities.

Analysts have posited that this type of launch, especially from Hainan, may serve multiple purposes. An analyst at a research organization explained that traditional ICBM tests typically occur from the interior of China, necessitating a lofted trajectory that limits the missile's range. However, launching from Hainan allows for a more realistic assessment of speed and operational competence, particularly in preparing crews for unfamiliar launch sites.

This ICBM was likely a DF-31AG, which publicly debuted during a military parade in 2019. While visually similar to its predecessor, the DF-31A, the DF-31AG is said to have enhanced mobility due to its eight-axle truck chassis. Experts speculate that improvements may include upgraded cabling for faster data transmission, although the guidance system may still rely on outdated technology.

China's missile forces have faced challenges in the past, including issues related to corruption within the military, which may have led to doubts about the operational readiness of the PLA Rocket Force (PLARF). The recent test is viewed by some analysts as a demonstration of reliability and combat readiness, particularly given the political ramifications within China's military structure.

While China has a 2009 agreement with Russia to notify each other of ballistic missile launches, it has rebuffed U.S. calls for similar arrangements. As tensions continue to rise in the Asia-Pacific region, this missile test serves as a stark reminder of the shifting dynamics of global military power and the need for robust communication to avoid potential conflicts.

In China’s resumption of ICBM tests after 44 years highlights not only its evolving military capabilities but also its strategic intentions on the global stage. As Beijing continues to assert itself militarily, the international community must grapple with the implications of such actions on regional stability and security.
