A Turkish-operated cargo plane that skidded off the runway at Hong Kong International Airport last month, killing two airport workers, experienced an unexpected acceleration in one of its four engines after landing, according to an initial investigation.

The preliminary report, released late Tuesday by Hong Kong’s Air Accident Investigation Authority (AAIA), revealed that the flight from Dubai, operated by ACT Airlines on behalf of Emirates, proceeded normally until just after touchdown. The sudden engine surge is believed to have contributed to the aircraft veering off the runway.

The accident, which tragically claimed the lives of two ground staff members, has raised serious concerns about cargo flight safety at one of the world’s busiest airports. Emergency crews rushed to the scene as the fully loaded plane slid across the tarmac, narrowly avoiding other operational areas.

AAIA investigators are now examining flight data recorders, maintenance logs, and pilot communications to determine the precise sequence of events that led to the runway excursion. Early indications point to a potential technical malfunction in one of the engines, but the agency stressed that further investigation is required before assigning definitive cause.

ACT Airlines and Emirates have expressed their condolences to the families of the victims. Both airlines confirmed full cooperation with AAIA and have pledged to review safety protocols to prevent similar incidents in the future.

“This preliminary report highlights the critical need for stringent checks and monitoring of aircraft engines, especially during landing when aircraft are most vulnerable,” said AAIA Chairperson, Elaine Wong. “Our priority remains ensuring that the aviation industry learns from this tragedy to enhance safety standards.”

Cargo flights have seen a significant increase in volume at Hong Kong International Airport, a major global hub connecting Asia with Europe and the Middle East. Safety experts have pointed out that higher operational pressures, combined with older aircraft models, may increase the risk of such incidents.

The AAIA report comes amid growing scrutiny of airport operations and cargo handling procedures. While runway excursions are rare, they often result in significant financial loss, operational disruptions, and, in the worst cases, human casualties.

Further updates are expected once the AAIA completes its full investigation, which will include in-depth analysis of engine performance, pilot response, and ground safety measures. Authorities have confirmed that the runway has since reopened for regular operations following a thorough inspection and clearance.
