In September, a government shutdown led to a halt in commercial flights across the United States, prompting security teams to organize a remarkable 416-mile overland journey for External Affairs Minister S. Jaishankar. This unique endeavor was crucial for his timely arrival at a vital meeting with UN Secretary-General Antonio Guterres in New York.
A report from the US State Department’s Diplomatic Security Service reveals that the shutdown left only road travel available. A team of 27 security personnel from various divisions, including the Dignitary Protection Division, was mobilized to facilitate the trip.
The motorcade commenced at the Lewiston–Queenston Bridge, where US officials took over from their Canadian counterparts. The group traversed upstate New York over a seven-hour period, addressing potential winter hazards such as icy conditions and limited visibility. To uphold efficiency and safety, drivers were changed periodically.
During the journey, the security team dealt with a moment of alarm when an explosive detection dog from a sheriff’s office signaled at the armored vehicle. After securing the area and conducting a thorough check, the situation was cleared, allowing the trip to continue seamlessly.
Upon reaching New York City, a security agent provided immediate aid to a woman injured in a hit-and-run incident, coordinating with local police and fire services to ensure the area was secured for emergency responders. Fortunately, this emergency did not interfere with the minister’s schedule.
This operation also involved collaboration with India’s UN mission, Canada’s Royal Mounted Police, and US border officials to ensure smooth procedures at the border. The State Department highlighted that this successful mission enabled the minister to participate in the UN meeting as scheduled, overcoming the hurdles posed by the shutdown.
The Diplomatic Security Service is dedicated to safeguarding US diplomats and visiting dignitaries, underlining their pivotal function in this high-stakes operation.
