Sheikh Mohammed bin Rashid to Open UAE Federal National Council Session

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, will officially open the third ordinary session of the 18th legislative chapter of the Federal National Council (FNC) on Monday, 24 November 2025. This important event is held on behalf of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE.

The session will take place in the capital and will be attended by senior leaders, including Their Highnesses the Crown Princes, Deputy Rulers, senior civil and military officials, and members of the diplomatic corps. Before the session begins, Sheikh Mohammed will meet with His Excellency Saqr Ghobash, the Speaker of the Federal National Council.

This session is convened under Federal Decree No. (151) of 2025, issued by the President of the UAE. The decree officially calls for the opening of the third ordinary session of the 18th legislative chapter of the FNC and will be published in the Official Gazette. The Speaker of the Council will carry out the implementation of this decree.

The session will start with the election of two new observers and the reformation of the standing committees. These steps are in line with the Council’s internal regulations and are a standard practice at the beginning of each annual session and the first and third sessions of every legislative term. Observers help provide guidance and oversight, while the standing committees handle various important issues.

Additionally, the Council will formally close the second ordinary session of the 18th legislative chapter by reviewing Federal Decree No. (73) of 2025. Members will also discuss previous communications sent to the Government on different policy matters and receive updates from government officials on key topics approved for debate.

One of the main items on the agenda will be the review of a draft federal law that links the Union’s general budget with the budgets of independent federal entities for the year 2026. This draft law has been referred to the Financial, Economic and Industrial Affairs Committee for detailed study.

The Federal National Council plays a key role in reviewing laws, overseeing government policies, and representing the people of the UAE. This session marks an important step in the country’s ongoing efforts to strengthen governance and enhance national development.

The opening of this session reflects the UAE’s commitment to transparency, dialogue, and continuous progress as the country moves toward its future goals.
