In a pivotal move, the New South Wales Parliament has officially enacted significant new counter-terrorism and gun control measures after an emergency session that extended into the early morning. The Terrorism and Other Legislation Amendment Bill received approval in the upper house with an 18 to 8 vote, followed by bipartisan consent in the lower house.
Premier Chris Minns emphasized that this legislation signals a major shift in the state’s approach to security in light of the tragic shooting on December 14 during a Jewish community event, which resulted in 15 fatalities and numerous injuries. While acknowledging the potential for controversy, he reinforced the importance of prioritizing public safety.
Minns noted that the attack represents a turning point for Sydney and the entire state, leading to the introduction of what are deemed the most stringent firearm regulations in Australia's history. Under these reforms, individual gun ownership will be restricted to four firearms, whereas farmers will be permitted a maximum of ten. Additionally, joining a recognized gun club will be a requirement for all firearm license holders.
The law also empowers police to enforce restrictions on public protests for a period of up to three months following any declared terrorist incident. Furthermore, the public exhibition of flags or symbols related to prohibited organizations has been criminalized, carrying penalties of up to two years in prison or fines reaching A$22,000.
While the ruling Labor government and the opposing Liberal Party supported the legislation, the National Party opposed key provisions, contending that ownership limits would unjustly affect farmers and rural communities.
The Bondi Beach shooting, Australia’s most deadly mass shooting in nearly three decades, has escalated the national debate around gun control and rising antisemitism. Authorities have reported that Sajid Akram, the accused shooter, was killed on the spot, while his 24-year-old son, Naveed, faces 59 charges, including murder and terrorism.
Civil rights groups and activists have vocally criticized the new legislation and announced plans to legally contest it. Various organizations have accused the state government of leveraging the tragedy to impose restrictions on protest rights and stifle political dissent.
At the federal level, Prime Minister Anthony Albanese has promised more stringent measures against hate speech, including new laws aimed at enhancing prosecutions and permitting visa cancellations for individuals advocating hatred or violence. He has also suggested the potential for a national gun buyback initiative.
In response to rising antisemitism, Albanese confirmed discussions with Israeli President Isaac Herzog and extended an invitation for an official visit to Australia, indicating a commitment to enhance diplomatic ties alongside domestic reforms.
