The federal agent who shot and killed a woman in Minneapolis has been identified through records as Jonathan Ross, a long-serving US Immigration and Customs Enforcement (ICE) officer and Iraq War veteran.
According to reports, Ross shot Renee Good, a 37-year-old mother, on Wednesday while she was attempting to drive away from federal agents. Authorities say the incident is now under investigation by the FBI, as questions have been raised over whether the shooting was in self-defense.
Who Is Jonathan Ross?
Jonathan Ross, 43, has nearly 20 years of law enforcement experience. Court records and testimony reveal the following about his background:
Served in Iraq from 2004 to 2005 with the Indiana National Guard
Worked as a machine gunner on a combat patrol team
Joined the US Border Patrol in 2007 near El Paso, Texas
Served as a field intelligence agent targeting drug cartels and human smuggling
Became an ICE deportation officer in 2015, based in Minnesota
Assigned to fugitive operations, targeting high-value suspects
Served as a team leader with the FBI’s Joint Terrorism Task Force
Trained as a firearms instructor, SWAT member, and active shooter trainer
Speaks Spanish and attended the Border Patrol academy in New Mexico
Previous Incident: Dragged by a Suspect’s Vehicle
Federal officials revealed that Ross was seriously injured last June during an arrest operation in Bloomington, Minnesota.
During that incident:
Ross and FBI agents tried to arrest Roberto Munoz-Guatemala, who was in the US illegally
The suspect ignored police lights and sirens
Ross blocked the car and identified himself as law enforcement
While attempting to unlock the vehicle, Ross’ arm got trapped
The suspect drove off, dragging Ross nearly a football field length
Ross fired a Taser, but the suspect continued driving
Ross suffered multiple deep cuts and injuries and required dozens of stitches
Munoz-Guatemala was later convicted of assault on a federal officer. A jury ruled he should have known Ross was law enforcement.
Details of the Minneapolis Shooting
Federal officials have not officially named the agent involved in the fatal shooting of Renee Good. However, Homeland Security Secretary Kristi Noem confirmed that the agent had previously been dragged by a vehicle — referring to the Bloomington case involving Ross.
Authorities say Ross fired his weapon because he believed Good was trying to run over him or other agents. However, video footage has raised public doubts, leading to protests demanding criminal charges.
The FBI is investigating the use of deadly force, and Minnesota authorities have also expressed interest in conducting their own inquiry.
Government Response
Vice President JD Vance defended the officer, praising his service without naming him.
“This is a man who has served his country for decades and has been seriously injured in the line of duty,” Vance said.
The Department of Homeland Security declined to confirm Ross’ identity publicly, citing safety concerns for him and his family. Officials said Ross is part of ICE’s special response team, which requires intense training and selection.
“He acted according to his training,” DHS spokesperson Tricia McLaughlin said. “He has spent his life serving the country.”

Attempts to contact Ross have so far been unsuccessful. As investigations continue, the case has become a flashpoint in the national debate over federal law enforcement tactics and use of force.
