Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, the Crown Prince of Dubai, has launched a new program called ‘Barwa.’ This initiative, created by the Dubai Land Department in partnership with the Community Development Authority, aims to help senior citizens and People of Determination manage their real estate properties more easily and independently. The program is designed to help these groups feel valued and supported, with the slogan: “You are valuable and should always be appreciated.”
The ‘Barwa’ program is the first of its kind in the region and is focused on improving the well-being of these important members of society. The initiative aims to support families and help create a stable, healthy community by offering real estate services that meet the specific needs of senior citizens and People of Determination. These services include a mix of digital tools, on-site assistance, and expert advice, all designed to make life easier for the participants.

This new program aligns with Dubai's broader goals to improve the quality of life for all residents and promote equal opportunities. It also supports the Dubai Social Agenda 33 and the Real Estate Sector Strategy 2033, both of which aim to create a more inclusive and sustainable community.
The official launch of the program took place at the Dubai Land Department. During the event, Dubai Land Department and the Community Development Authority signed a cooperation agreement to work together on the ‘Barwa’ program. Additionally, four real estate companies—Harbour Real Estate, On Plan Real Estate, Al Ruwad Real Estate, and SBK Real Estate—also signed agreements to be part of the initiative. Other organizations like Afnan and Al Tabou service centers will also play a role in offering support to senior citizens and People of Determination.
High-Quality Services for All
Eng. Marwan Ahmed Bin Ghalita, the Director General of the Dubai Land Department, said that the ‘Barwa’ program reflects their commitment to providing high-quality real estate services. He emphasized that the program is not just about property management but also about supporting those who have played a vital role in the growth of the country. The program will help protect real estate rights and promote peace of mind, independence, and a higher quality of life.
Hessa Bint Essa Buhumaid, the Director General of the Community Development Authority, added that the ‘Barwa’ program is a great example of collaboration between government agencies. She said it is a step toward offering services that help senior citizens and People of Determination live with dignity, stability, and well-being. This partnership will also contribute to the success of Dubai’s Social Agenda 33 by providing accessible services that meet the unique needs of these groups.
How the ‘Barwa’ Program Works
The program is built around several key areas that make it easy for beneficiaries to access real estate services.
Mobile and Field Services: The program brings real estate services directly to the homes of senior citizens and People of Determination. Specialized teams, known as ‘Al Taresh,’ will visit the homes to handle real estate transactions. Each beneficiary will also be assigned a personal assistant, known as ‘Al Karani,’ to support them with ongoing transactions.
Digital Services: The ‘Al Kaitoob’ platform allows beneficiaries to manage their properties online. This platform is specially designed with features that make it easy for people with disabilities to use. The program also offers a service called ‘Al Mersal,’ which provides real-time support over the phone.
Real Estate and Financial Advice: Expert teams are available to guide beneficiaries on property investments and how to make their real estate work for them. This support helps people make wise decisions about their properties.
Training and Awareness: The ‘Real Estate Katateeb’ program offers educational workshops to help beneficiaries understand how to manage their properties better and learn about real estate investments.
Public-Private Partnership
The ‘Barwa’ program also includes the ‘Al Barza’ initiative, which provides dedicated reception areas for senior citizens and People of Determination at the Dubai Land Department. These lounges are designed to provide a comfortable and accessible experience for visitors.
Additionally, through a collaboration with private companies, the ‘Al Hasela’ initiative offers services like lease management, maintenance, and investment advice at special rates. These services are designed to meet the specific needs of the program’s target groups.
The program’s institutional framework is strengthened by the ‘Registry of Honoured Citizens,’ which helps the Dubai Land Department and Community Development Authority share information and deliver personalized services.

The ‘Barwa’ initiative shows Dubai's commitment to creating innovative solutions that put people’s needs first. It is an example of how digital transformation and social impact can come together to improve lives. This collaboration between government and community organizations is helping to build a more inclusive, supportive, and thriving society in Dubai.
