Minister of Planning, Economic Development and International Cooperation, Dr. Rania Al-Mashat, took part in the launch of discussions for the joint technical mission regarding the executive plan of the Climate Investment Funds’ (CIF) new Nature, People & Climate (NPC) investment program. These discussions, which are set to continue until the end of this week, focus on leveraging the initiative’s funding to implement projects under Egypt’s country platform for the Nexus of Water, Food, and Energy (NWFE). This initiative aligns with Egypt’s ongoing national efforts to fulfill its climate commitments and transition toward a green economy, a key topic highlighted during COP27.

During her address at the launch, Dr. Al-Mashat emphasized that the NPC investment program forms part of a broader international push to accelerate the global green transformation. She underscored Egypt’s proactive role in mobilizing concessional development financing for climate action, while also focusing on encouraging private sector engagement. The Ministry, in collaboration with international partners such as the European Bank for Reconstruction and Development (EBRD), the African Development Bank (AFDB), the World Bank (WB), and the International Finance Corporation (IFC), prepared Egypt’s report on the NWFE program projects, which aims to achieve sustainable development through integrated climate solutions.
Al-Mashat reiterated Egypt’s steadfast commitment to the goals, programs, and initiatives that were launched during COP27, all of which fall under the framework of the National Climate Change Strategy (NCCS). She further noted that with COP29 approaching, Egypt remains focused on enhancing its environmentally sustainable economic development and strengthening its climate action efforts.
Over the past year, Al-Mashat explained that Egypt has worked closely with the CIF and global development banks to refine the NPC program’s vision. What began as conceptual discussions has now progressed into detailed project planning and coordinated action. Key focus areas identified in the program include climate-smart agriculture, agribusiness, agricultural finance, coastal ecosystems, and private sector involvement—issues that resonate with Egypt’s specific climate-related challenges and opportunities. These areas are integral to the country’s commitment to achieving sustainable growth while addressing environmental priorities.
The Minister also highlighted the significance of the current mission as an opportunity to deepen collaboration among stakeholders. Through this mission, Egypt aims to conduct practical consultations and provide training to those involved in the implementation of the NPC initiative. These efforts are designed to enhance stakeholders’ understanding and readiness to carry out the initiative effectively.
Looking ahead, Al-Mashat explained that over the coming period, comprehensive analyses will be conducted, and detailed consultations will take place regarding the proposed projects. Additionally, extensive training on CIF operations will be provided, focusing on natural solutions and the guiding principles of the NPC program. This will prepare all involved parties to implement the projects efficiently. Practical steps will be outlined, and a clear timetable will be established to guide the submission of the investment plan, which is due by April 2025.
In conclusion, Al-Mashat expressed optimism that by the end of the mission, a unified and clear vision will emerge, setting out concrete results and the next steps to move forward with the implementation of the Nature, People & Climate investment program.
