Dubai Municipality has recently announced the implementation of a new business model in collaboration with the private sector, aimed at enhancing the management of its shared government centres. This strategic initiative is part of ongoing efforts by the government to foster collaboration with private sector entities and deliver superior service to clients. The Al Kifaf Centre has been designated as the pilot location for this new operational model.
As a result of the new approach, the Al Kifaf Centre has successfully achieved a remarkable 70% reduction in operational expenses while significantly enhancing its operational efficiency. In 2024, the centre expanded its offerings, providing a total of 123 services through its partners, marking an impressive 98% increase compared to the previous year. This expansion is designed to better address customer needs and strengthen partnerships with various stakeholders.
The initiative reflects the Municipality's continuous commitment to improving customer experiences at shared government centres, facilitating smoother service delivery to the public, expediting transactions, and optimizing government resources. This is in line with the evolving needs of partners from government, semi-government, and private sectors utilizing services at the Al Kifaf Centre.

His Excellency Dawoud Al Hajri, Director General of Dubai Municipality, emphasized the importance of this initiative, stating, “The journey of government work continues, enlightened by the wise vision of our esteemed leadership and the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Head of the Executive Council of Dubai, to establish an integrated government system for delivering pioneering services. Our commitment to supporting partnerships with private sector institutions is reflected in the adoption of this new business model at the shared government centre, which embodies this vision.”
Manal Bin Yaroof, Director of Customer Happiness at Dubai Municipality, added, “The Al Kifaf Centre has been reactivated in partnership with the private sector, offering a diverse package of 123 government, semi-government, and private sector services to clients, ensuring a comprehensive experience under one roof. It is noteworthy that the number of partners in the centre is continuously increasing, which will further enhance the services provided in the future.”
Dubai Municipality’s regulations require that all entities benefiting from shared government centres maintain exceptional service standards as outlined in the excellence programmes established by Dubai government departments. The Municipality is committed to continuously evaluating the quality of services delivered by these entities to ensure compliance with these standards.
Additionally, plans are already in motion for the subsequent phases of this project, aimed at extending the new partnership model with the private sector to all shared government centres under Dubai Municipality. This initiative aligns with ongoing efforts to assess customer service experiences and satisfaction, ultimately aiming to provide the highest quality services to all residents and stakeholders.
