Dubai Updates Planning Rules for Early Childhood Centres

Dubai takes a step forward in shaping the future of early education with a new planning standard for early childhood centres. The updated regulations allow the construction of a first floor exclusively for administrative and service purposes, with a building coverage ratio of up to 45%.

The reforms aim to make better use of urban space while ensuring high-quality learning environments for children. Clear rules for parking and plot usage are now in place: one parking space per classroom, one per 50 sq. m of office space, and a dedicated bus space for every three classrooms. A minimum setback of three metres on all sides is required, ensuring safety and proper spacing between buildings.

Developed through a detailed study with input from the Knowledge and Human Development Authority (KHDA) and the Knowledge Fund, the standards respond to growing demand from educational operators. The goal is to optimise land use, increase capacity, and improve service levels without placing extra financial burdens on investors.

The move reflects a broader effort to align with the Dubai Urban Master Plan 2040, focusing on integrated urban planning, sustainable development, and the creation of contemporary, child-friendly learning spaces. By enabling additional floor space for non-teaching purposes, the new rules allow centres to better manage administrative functions, support staff, and improve operational efficiency.

The changes are expected to enhance Dubai’s appeal as a global education hub, offering modern facilities that serve future generations while promoting efficient urban design and investment-friendly solutions.
