President Joe Biden has signed a new rule to help protect the country’s computer systems from online attacks. This rule will help stop hackers from countries like China, Russia, Iran, and North Korea from harming the United States' internet and phone networks.

The new rule says that companies working with the U.S. government must follow strict safety rules for their technology. These companies will also need to prove they are keeping their systems safe from hackers. This is important because these companies store important information, and if their systems are not secure, hackers could steal it.
The rule also makes it easier for the U.S. to punish foreign hackers. For example, if hackers attack hospitals or other important places using ransomware (a program that locks systems and demands money to unlock them), the U.S. can take action against them.
Another key part of the rule is about protecting the country from super-powerful computers called quantum computers. These computers could be so strong that they might break the security systems the country uses now. The new rule says that U.S. government agencies must get ready for this danger and make sure their systems are strong enough to stop these computers.
This new rule comes just a few days before President Biden leaves office. Some people think the new president, Donald Trump, might change these rules, but Biden’s team hopes both political parties will agree on these new steps to protect the country.
The rule also continues Biden’s efforts from earlier, like a program that helps people pick smart devices that are harder for hackers to break into. These devices will have a special label to show they meet U.S. safety standards.
President Trump has not named leaders for cybersecurity yet, but his choice for CIA director, John Ratcliffe, has said the U.S. needs to get stronger at stopping cyberattacks from other countries.
This new rule is an important step in protecting the U.S. from growing online dangers. It shows the government is serious about keeping Americans safe in the digital world.
