The BBC has formally threatened legal action against a U.S.-based AI startup, alleging the firm trained its default AI model using BBC content without permission. In a letter to Perplexity CEO Aravind Srinivas, the broadcaster demanded that scraping cease immediately, previously scraped content be deleted, and a proposal for financial compensation be submitted.
This marks the BBC’s first legal move targeting an AI firm over alleged IP infringement, amid escalating concerns among major publishers and broadcasters as generative tools proliferate. The BBC asserts that portions of its content have been reproduced verbatim by Perplexity and that link replacements undermine user engagement with its own platforms—potentially harming public trust.
Perplexity rapidly dismissed the BBC’s allegations as “manipulative and opportunistic,” arguing that they stem from a misunderstanding of technology and intellectual property law. This response follows precedent: Perplexity has faced similar accusations from media outlets like Forbes, Wired, and The New York Times—though some publishers later joined its voluntary revenue‑sharing programme.
The dispute forms part of a wider industry reckoning over AI’s use of copyrighted material. A growing number of publishers—including the Wall Street Journal's owners—have initiated legal or licensing efforts, while regulators and governments in the UK and EU are developing frameworks to protect intellectual property in the AI era.

The BBC has reinforced its legal posture by registering its website content with the U.S. Copyright Office, enabling stronger statutory protections against unauthorized use. BBC Director‑General Tim Davie warned that without stricter safeguards, national creative assets face a “crisis” of value erosion.
From Perplexity’s perspective, its business model rests on aggregating internet data and enabling users to access multiple foundational AI models. The startup is reportedly exploring a large funding round that values it near $14 billion—but the legal challenge may stall expansion or dampen investor sentiment.
This situation serves as a litmus test for how AI firms and content creators negotiate the intersection of innovation and intellectual property rights. A resolution—whether through licensing agreements, compensation, or court intervention—could set an important precedent for future AI development and content partnerships.
