The Department of Energy – Abu Dhabi (DoE) recently convened over 130 key stakeholders from both government and private sectors to engage in a crucial dialogue centered on safety, compliance, and future growth within the petroleum products sector. This workshop was organized in anticipation of significant changes to the regulatory framework affecting the industry.
Titled “Petroleum Products Safety and Compliance,” this event marked the second in a series of two industry-wide workshops aimed at addressing the impending regulatory overhaul. The discussions highlighted the commitment to upholding the highest safety and compliance standards, reinforcing the overarching goal of public safety.
Dr. Saif Saeed Al Qubaisi, the Acting Director-General of Regulatory Affairs at the DoE, underscored the shared responsibility among government bodies and private enterprises to foster sustainable growth while ensuring a safe energy future for Abu Dhabi. He stated, “Safety is a united effort; it is the collective responsibility of our entire sector. As a regulator, we work with the government and private sectors to create an environment conducive to growth, but never at the risk of safety. Safety is, and always will be, our number one priority.”

Al Qubaisi further emphasized that adhering to safety protocols on a voluntary basis yields considerable social and economic advantages. He noted, “Voluntary compliance with safety protocols brings significant social and economic benefits, such as safer communities, enhanced operational efficiency, cost savings, as well as improved sector reputation.”
The upcoming regulatory changes, set to take effect in the fourth quarter of this year, will impact all non-ADNOC petroleum products and gas-related activities in the emirate. These changes will particularly focus on gas systems within buildings and cover all facets of petroleum product trading. This includes manufacturing, packaging, buying and selling, transportation, and storage.
The Department of Energy is urging all stakeholders in the sector to fully commit to the new regulatory framework and safety standards. By doing so, they will contribute to the growth and flourishing of the petroleum sector while ensuring the safety and well-being of the Abu Dhabi community.
