In a deadly attack on Thursday night, 20 miners were killed and seven others wounded after gunmen opened fire near a coal mine in the Duki district of Pakistan's southwestern province of Balochistan. The incident took place just days before the Shanghai Cooperation Organisation (SCO) summit, scheduled to be held in the nation's capital, Islamabad, which will be attended by key international figures, including India’s External Affairs Minister, S. Jaishankar.

According to reports from local authorities, police official Hamayun Khan Nasir stated that the gunmen stormed the miners’ living quarters late at night. The attackers, believed to be from Pashtun-speaking areas of Balochistan, rounded up the workers and began shooting indiscriminately. The assailants targeted the miners in their accommodations near the coal mine, leaving a trail of death and injury. Three of the dead and four of the injured were identified as Afghan nationals, highlighting the vulnerability of migrant laborers in the region.

While no group initially claimed responsibility for the attack, the Baloch Liberation Army (BLA), a separatist militant group, eventually took credit for the assault. The BLA has been involved in a series of violent actions in Balochistan, often targeting Pakistan's security forces, infrastructure, and foreign investments, particularly those tied to China. In recent years, the BLA has carried out attacks on Chinese nationals and projects related to the China-Pakistan Economic Corridor (CPEC), accusing both China and the Pakistani government of exploiting Balochistan's natural resources without benefiting the local population.

The province of Balochistan, rich in minerals and natural resources, has long been a hub of conflict due to local dissatisfaction with the Pakistani government's handling of resources and investments. Many Baloch people feel marginalized and deprived of economic benefits from these projects, particularly those funded by foreign entities like China. This resentment has fueled a longstanding insurgency by militant groups, such as the BLA, which demand greater autonomy and a fair share of the region's wealth.

This attack serves as a grim reminder of the fragile security situation in Balochistan and the rising tensions surrounding foreign investments in the province. The broader implications of this incident are significant, coming just ahead of the SCO summit, a crucial platform for discussing regional security and economic cooperation. The increasing violence in Balochistan raises concerns about the security of future infrastructure projects and the stability of Pakistan's relations with neighboring countries and international investors.

As the Pakistani government deals with the fallout of this brutal attack, the broader issue of balancing economic development with local rights in Balochistan remains unresolved. The ongoing violence underscores the deep-rooted grievances in the region and the complex challenges that lie ahead for both the government and international stakeholders.
