Kyiv, Ukraine – Ukrainian President Volodymyr Zelensky has agreed to review a 28-point peace plan proposed by the United States and Russia aimed at ending the ongoing war in Ukraine. The draft plan, which Ukraine has officially received from Washington, includes proposals that would require Kyiv to make significant concessions, some of which Ukrainian officials have previously called unacceptable.
The peace plan comes after four years of Russia’s full-scale invasion of Ukraine and aims to reinvigorate diplomatic efforts to achieve a ceasefire. Ukrainian and US officials said that the plan would be discussed in the coming days between Zelensky and US President Donald Trump. Zelensky emphasized that any agreement must protect the interests of the Ukrainian people and ensure a just end to the conflict.
The 28-point plan covers multiple aspects of the war and post-war arrangements. It confirms Ukraine’s sovereignty but proposes that certain regions, including Crimea, Luhansk, and Donetsk, be recognized as under Russian control. Ukraine would also need to limit its military size, hold elections within 100 days, and renounce any future NATO membership.
Under the plan, Ukraine would receive security guarantees from the United States, though Washington would be compensated for providing this support. Economic arrangements include a long-term US-Russia partnership for Ukraine’s reconstruction, with $100 billion in frozen Russian assets to be invested in rebuilding the country. The US would also receive 50 percent of the profits from this initiative.

The plan is modeled partly on past ceasefire agreements and emphasizes international supervision, including monitoring by a Peace Council led by President Trump. Ukrainian officials stressed that while they are reviewing the proposals, any agreement must prioritize Ukraine’s security, sovereignty, and the well-being of its people.
