Kyiv, Ukraine – Ukrainian President Volodymyr Zelensky has agreed to review a 28-point peace plan proposed by the United States and Russia aimed at ending the ongoing war in Ukraine. The draft plan, which Ukraine has officially received from Washington, includes proposals that would require Kyiv to make significant concessions, some of which Ukrainian officials have previously called unacceptable.

The peace plan comes after four years of Russia’s full-scale invasion of Ukraine and aims to reinvigorate diplomatic efforts to achieve a ceasefire. Ukrainian and US officials said that the plan would be discussed in the coming days between Zelensky and US President Donald Trump. Zelensky emphasized that any agreement must protect the interests of the Ukrainian people and ensure a just end to the conflict.

The 28-point plan covers multiple aspects of the war and post-war arrangements. It confirms Ukraine’s sovereignty but proposes that certain regions, including Crimea, Luhansk, and Donetsk, be recognized as under Russian control. Ukraine would also need to limit its military size, hold elections within 100 days, and renounce any future NATO membership.

Under the plan, Ukraine would receive security guarantees from the United States, though Washington would be compensated for providing this support. Economic arrangements include a long-term US-Russia partnership for Ukraine’s reconstruction, with $100 billion in frozen Russian assets to be invested in rebuilding the country. The US would also receive 50 percent of the profits from this initiative.

The plan outlines the following key points:

  1. Ukraine’s sovereignty is confirmed.
  2. A non-aggression agreement between Russia, Ukraine, and Europe will settle past disputes.
  3. Russia will refrain from invading neighboring countries, and NATO will not expand further.
  4. Security dialogue between Russia and NATO will be mediated by the US.
  5. Ukraine will receive explicit US security guarantees.
  6. The Ukrainian armed forces will be capped at 600,000 personnel.
  7. Ukraine will not join NATO, and NATO will legally recognize this.
  8. European fighter jets will be stationed in Poland.
  9. Russia will reintegrate into the global economy, and sanctions will be lifted in stages.
  10. Frozen Russian assets will fund Ukraine’s reconstruction with joint US-Russian investment projects.
  11. Humanitarian measures, including prisoner exchanges and family reunifications, will be implemented.
  12. Elections in Ukraine will be held within 100 days.
  13. Both sides will receive amnesty for war-related actions, and the agreement will be legally binding.
  14. Once all terms are agreed, a ceasefire will begin immediately after both sides retreat to agreed points.

The plan is modeled partly on past ceasefire agreements and emphasizes international supervision, including monitoring by a Peace Council led by President Trump. Ukrainian officials stressed that while they are reviewing the proposals, any agreement must prioritize Ukraine’s security, sovereignty, and the well-being of its people.
