US colleges and universities are reporting a significant drop in new international student enrollment for the autumn 2025 semester. The latest survey shows a 17 percent decline in first-time international students, reflecting the impact of recent visa restrictions, travel rules, and ongoing policy changes affecting legal immigration. The data was collected from 825 higher education institutions across the United States.
According to the institutions surveyed, most universities said visa application challenges played a major role in the declining numbers. Many colleges reported that international students faced long visa wait times, processing delays, and difficulties caused by a temporary pause in visa issuance earlier this year. Travel restrictions added further uncertainty, making it harder for students to reach the US on time. The report noted that for several years, concerns about the visa application process—such as delays, denials, and extended security checks—have remained the main drivers behind falling international enrollment.
The federal government has introduced several measures in recent years that have increased scrutiny of student visas. These include efforts to limit the number of international students at US universities, expanded security background checks, and a requirement for applicants to provide access to their social media accounts. Some student visas have also been revoked, and applicants seeking new visas have experienced extended processing times. In response to the report, White House spokesperson Anna Kelly said the administration was working to strengthen visa programs with a focus on national security.
International students continue to play an important role in the US higher education system. An estimated 1.2 million international students were enrolled during the 2024–2025 academic year, contributing nearly $55 billion to the US economy. Since many international students pay full tuition and are not eligible for financial aid, they help support universities facing declining domestic enrollment, rising operating costs, and reduced government funding.
The report also shows varying trends across institutions. About 29 percent of colleges saw an increase in new international students, while 14 percent reported no change. However, 57 percent of institutions recorded a decline, with the sharpest drop occurring among students from India. Since India remains the largest source of international students at US universities, the decline in Indian enrollment is likely influencing the national totals.
Education experts believe that continued uncertainty around visa policies and international travel may discourage more students from choosing the United States. They warn that if the downward trend continues, universities could face long-term challenges affecting their academic programs, campus diversity, and financial stability.
