Southeast Asia – Scam centers across Southeast Asia are expanding despite repeated government crackdowns, defrauding victims worldwide and exploiting hundreds of thousands of laborers. These sprawling operations rely on both forced and willing workers, often lured with promises of high-paying jobs, only to find themselves trapped in dangerous, high-pressure environments.
One of the most notorious complexes, KK Park along the Thai-Myanmar border, was recently raided by the Myanmar military. While authorities announced its closure, civil society groups report that parts of the facility continue to operate. Approximately 1,500 laborers, including hundreds from India, as well as workers from China, the Philippines, Vietnam, Ethiopia, and Kenya, fled to Thailand. Efforts are underway to repatriate these individuals, with India recently flying one of the largest groups home.
Scam centers are typically located in rural or semi-urban areas and can be massive compounds with dormitories, shops, and entertainment facilities for staff. These centers often operate under the protection of local elites and function on a model where a single property is leased to multiple companies. Smaller operations are also embedded in office buildings or rented houses.
Originally linked to casinos catering to high-rollers from China, these operations shifted online during the pandemic, targeting victims globally through digital schemes. Artificial intelligence and translation tools have made scammers increasingly effective, allowing them to communicate in multiple languages and reach a worldwide audience. In 2024 alone, Americans lost at least $10 billion to Southeast Asia-based scams. Victims have been defrauded through bogus investment schemes, cryptocurrency scams, online task scams, and fake romantic lures.
The conditions for workers in these centers are dire. Passports are confiscated, freedom of movement is restricted, and non-compliance can lead to beatings or other physical punishments. Reports estimate that at least 120,000 people in Myanmar and 100,000 in Cambodia may be forced to work in these illegal operations. Laborers come from over 50 countries, including Indonesia, Liberia, China, and the Philippines.
Authorities have carried out several raids, including one in the Philippines in March 2024, where scammers targeted Chinese nationals using elaborate investment scripts. U.S. prosecutors recently indicted Chen Zhi, a Chinese-Cambodian businessman, for defrauding Americans of millions of dollars. Despite these actions, activists warn that most operators remain at large, and new scam centers continue to appear.
Jay Kritiya, coordinator of the Civil Society Network for Victim Assistance in Human Trafficking, emphasized the need to target criminal syndicates directly. “If we only rescue the victims, and don't arrest the syndicates, then there will be no point. They can get more victims and scam anytime,” he said.
As scam operations evolve, governments, international agencies, and victim support groups continue to work together to dismantle networks, rescue forced laborers, and prevent further exploitation. Yet, experts warn that the fight against Southeast Asia’s scam industry is far from over, highlighting the global challenge posed by transnational cybercrime.
