Dubai has reaffirmed its dedication to justice, integrity, and the rule of law with the swearing-in of 35 new judges to the emirate’s judicial system. The ceremony, held at the historic Al Mudaif Majlis in Union House, was presided over by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
Union House, where the UAE’s founding agreement was signed in 1971, provided a symbolic backdrop for the event—a reminder that justice and unity are central to the country’s values and governance.
Sheikh Mohammed’s address to the newly appointed judges was both an encouragement and a reminder of the weight of their responsibilities. He wished them success in their new roles, urging them to uphold the highest levels of honesty, fairness, and professionalism.
“An independent judiciary is the cornerstone of social stability and a protector of people’s rights,” His Highness stated. He emphasized that judges are not only tasked with interpreting laws but also with protecting the values that underpin Dubai’s development—trust, equality, and justice.
His remarks underscored a larger vision: in Dubai, judicial excellence is not simply about legal compliance, but about creating the conditions for societal prosperity. Fair, transparent rulings, he explained, contribute to public confidence, encourage investment, and help build a community grounded in trust.
In any society, the judiciary serves as the guardian of the law, ensuring that rights are protected, disputes are resolved fairly, and the law is applied equally to all. In Dubai’s unique setting—a global business hub that hosts residents and investors from more than 200 nationalities—the task carries additional importance.
Judges in Dubai operate within a multicultural legal environment, where civil, commercial, and criminal cases often involve diverse backgrounds and cross-border elements. Their decisions directly influence the emirate’s international reputation as a safe, fair, and reliable place to live and do business.
This appointment of 35 new judges reflects forward planning to meet the demands of a growing population, an expanding economy, and an increasingly complex legal landscape.
Sheikh Mohammed’s remarks also highlighted a fundamental principle: judicial independence. In the UAE, the judiciary operates separately from executive and legislative branches, ensuring that rulings are based solely on law and evidence. This separation is vital for fairness, transparency, and protecting individuals from any form of bias or influence.
An independent judiciary also supports the goals of Dubai’s long-term strategies, including the Dubai Economic Agenda D33 and the Dubai 2040 Urban Master Plan. Both plans rely on a strong legal framework to encourage business growth, resolve disputes efficiently, and safeguard the rights of investors, residents, and visitors.
During the ceremony, the new judges expressed deep gratitude for the trust placed in them by Dubai’s leadership. They pledged to uphold the principles of justice and the rule of law, acting impartially and without prejudice.
Their commitment sends a reassuring message to the public: that justice in Dubai will continue to be administered by individuals who respect the dignity of every person and the integrity of the legal system.
The ceremony was attended by leading figures in Dubai’s judicial and governmental institutions:
H.E. Mohammed Ibrahim Al Shaibani, Director General of the Dubai Ruler’s Court and Deputy Chairman of the Judicial Council
H.E. Dr. Saif Ghanem Al Suwaidi, Director General of Dubai Courts
H.E. Dr. Abdullah Saif Al Sabousi, Secretary-General of the Dubai Judicial Council
Their presence reflected institutional unity in supporting the judiciary’s growth and strengthening its capacity to serve Dubai’s evolving needs.
Dubai’s rapid growth in trade, technology, real estate, and tourism has created an increased demand for judicial efficiency. The rise in complex cases, often involving multinational entities and cross-border disputes, requires judges with specialized skills, cultural awareness, and deep legal expertise.
By bringing in 35 new judges, Dubai Courts are ensuring that cases can be handled promptly, maintaining the city’s reputation for quick and fair dispute resolution—a critical factor in attracting global investment.
The swearing-in at Union House was more than a ceremonial milestone—it was a strategic move to prepare Dubai’s judiciary for the future. With global economic shifts, evolving technology, and a diverse population, the legal system must remain agile, impartial, and technologically advanced.
Dubai has consistently invested in modernizing court systems, including adopting digital platforms for case management, video hearings, and AI-assisted legal processes. The addition of new judges ensures that technological progress is matched with human expertise and moral integrity.
The induction of 35 judges under Sheikh Mohammed’s guidance is a powerful affirmation of Dubai’s commitment to justice, fairness, and good governance. It strengthens the emirate’s judicial capacity, reinforces public trust, and supports the nation’s long-term vision for prosperity.
In a world where the rule of law defines a society’s stability, Dubai’s judiciary stands as a model—independent, forward-looking, and anchored in the principles that have guided the UAE since its founding.
