The Mohammed Bin Rashid Aerospace Hub (MBRAH), Dubai's premier platform dedicated to advancing the aviation industry, has signed a significant agreement with International Energy Resources (IER) to establish a state-of-the-art Maintenance, Repair, and Overhaul (MRO) and engine test cell facility at Dubai South. This partnership represents a key milestone in MBRAH’s ongoing efforts to support the aviation sector’s growth and innovation.
IER MRO Industries, a global leader in energy and gas turbine turnkey solutions, operates across two critical business segments: energy and gas turbine services. The company specializes in providing in-house engineering, production support, and maintenance management for both light industrial and aero-derivative gas turbines. Their comprehensive expertise includes overhauling, repairing, and testing gas turbine engines, making them an ideal partner for MBRAH in this venture.

The new MRO and engine test cell facility, which will cover an impressive 880,000 square feet, is poised to offer a range of advanced services. These services will include the manufacturing of gas turbine engine components, repairing and overhauling engines, and conducting performance tests. One of the standout features of the facility will be its cutting-edge engine test cell, which will be capable of testing both aero engines and aero-derivative industrial engines. With an initial capacity to test up to 50 engines annually, this facility will play a crucial role in enhancing the region's aviation capabilities.
The development of the facility will be executed in two phases, with the first phase set for completion by the fourth quarter of 2026, and the second phase by the third quarter of 2027. Once fully operational, the facility is expected to significantly boost the region’s capacity to meet the growing demand for high-quality MRO services.
Tahnoon Saif, the CEO of Mohammed Bin Rashid Aerospace Hub, expressed his enthusiasm about the partnership, stating, "We are proud to sign this agreement with IER MRO Industries. It marks a major milestone in our ongoing efforts to strengthen our portfolio with key partners who will help position Dubai as a global leader in aviation. The new MRO facility is a testament to our commitment to support the evolving needs of the industry, fostering growth and innovation within the aerospace sector."
Larry J. Howie, Chairman and CEO of IER MRO Industries DWC LLC, echoed these sentiments, saying, "We are excited to collaborate with Mohammed Bin Rashid Aerospace Hub in expanding our 22-year presence in Dubai through the development of this state-of-the-art facility. This partnership will enable us to enhance our existing capabilities and provide world-class maintenance and repair solutions that meet the highest standards of quality and efficiency."
MBRAH, located within Dubai South, is a strategic free-zone destination that offers global aerospace players high-level connectivity. It is home to a variety of industries, including leading airlines, private jet companies, MROs, and related services. MBRAH also houses maintenance centers, training, and education campuses, positioning it as a key hub for fostering the growth of the aerospace industry. By attracting world-class partners like IER, MBRAH continues to play a pivotal role in advancing Dubai’s vision of becoming a leading global aviation hub.
This new facility will further solidify Dubai’s position as a key player in the global aviation industry, providing essential services to airlines and aerospace companies across the world. Through strategic partnerships and state-of-the-art facilities, MBRAH is ensuring that Dubai remains at the forefront of aerospace innovation and excellence.
