His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, and Chairman of the Dubai Judicial Council, recently led a meeting of the Dubai Judicial Council. This meeting was part of his regular efforts to review and enhance Dubai’s judicial system, ensuring it remains fair, transparent, and efficient.
Approval of Judicial Appointments and Training Plan
During the meeting, which took place at his office, His Highness approved the appointment of new judges at Dubai Courts. He also gave his approval for the 2025 training and development plan for judicial authority members. This plan is designed to equip judges and public prosecutors, especially young professionals, with the necessary skills and knowledge to perform their duties effectively. His Highness emphasized the importance of continuously strengthening the judicial sector, as it plays a vital role in maintaining social stability and progress.

Extending Service of Experienced Judges
Recognizing the value of experience in the judiciary, Sheikh Maktoum also approved procedures to extend the service of judicial authority members who have reached retirement age. This decision will help retain top legal professionals and allow the judiciary to continue benefiting from their expertise.
Review of Judicial Performance and Achievements
The meeting included a review of a statistical report prepared by the General Secretariat of the Judicial Council. The report highlighted significant progress made since the Council was restructured in 2021. Over the past four years, the Council has completed 223 studies covering research, legislative, and developmental areas.
The report also showed an 86% increase in the number of legislations related to the judiciary and its members compared to the previous four years. This improvement has led to complete legislative compliance, ensuring that laws governing the judiciary are up to date and effective. Additionally, the introduction of new systems has more than doubled the appointment rate of judicial authority members, strengthening the sector with fresh talent.
Key Judicial Development Projects
The General Secretariat has played a key role in enhancing Dubai’s judicial system by completing eight internal development projects. It has also contributed to 17 projects in collaboration with various judicial entities. Some of the major initiatives include:
The development project by the Dubai Judicial Inspection Authority.
The establishment of an Inheritance Court.
The formation of a Board of Commissioners for the Dubai Court of Cassation.
Commitment to Judicial Excellence
His Excellency Dr. Abdullah Saif Al-Sabousi, Secretary General of the Dubai Judicial Council, expressed his gratitude to His Highness Sheikh Maktoum for his strong support of the judiciary. He emphasized that under Sheikh Maktoum’s leadership, the General Secretariat remains committed to improving judicial procedures and legislative frameworks.
Dr. Al-Sabousi also highlighted the Secretariat’s focus on strengthening collaboration among judicial institutions to enhance the efficiency of the legal system. He thanked the Council members for their dedication and teamwork in achieving these advancements.
