Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture & Arts Authority (Dubai Culture), has officially approved the ‘Design Sector Strategy 2033.’ This ambitious strategy aims to position Dubai as a preeminent global hub for design excellence, offering a premier destination for creative professionals, design enthusiasts, and global industry leaders alike. In line with the emirate’s broader vision, the strategy outlines specific initiatives to nurture a thriving ecosystem that celebrates innovation, creativity, and sustainability while solidifying Dubai’s international standing in the design world.
The launch of the Design Sector Strategy 2033 aligns with the commencement of the 10th edition of Dubai Design Week, held under the patronage of Her Highness Sheikha Latifa. This year’s event, which runs until 10 November, is organized in collaboration with the Dubai Design District (d3), part of the TECOM Group, with the full support of Dubai Culture. The timing of this strategic unveiling alongside Dubai Design Week emphasizes Dubai’s commitment to advancing its design sector through sustained and strategic development.

Commenting on the announcement, Her Highness Sheikha Latifa highlighted Dubai's continuous progress towards becoming a global epicenter for art, culture, and design, firmly establishing itself as a hub for designers, creatives, and innovative talent. She expressed confidence that the ‘Design Sector Strategy 2033’ will propel growth in Dubai's design sector, strengthening its competitive edge on the global stage. "The strategy reflects Dubai’s ambitious vision and the aspirations of our leadership to transform the emirate into an ideal launchpad for pioneering design trends rooted in creativity, innovation, and sustainability principles," she said.
The new strategy encompasses a range of key goals, including a significant boost to design education and the nurturing of talent. Specifically, the plan aims for a 20% increase in enrolment in design programs across higher education institutions, with a target of over 25,000 students in design-related studies by 2033. By prioritizing educational growth, Dubai seeks to cultivate a strong pipeline of skilled designers and creative professionals, contributing to a knowledge-based economy.
In addition to educational expansion, the strategy places substantial emphasis on fostering design businesses within Dubai. The strategy’s goals include supporting 500 design businesses, incubating over 100 new design enterprises, and promoting more than 500 local businesses in the international arena. These efforts will be complemented by a robust schedule of over 100 design events both locally and abroad, aiming to attract an impressive four million visitors to Dubai’s design exhibitions and showcases by 2033.
Beyond these objectives, the strategy lays out a comprehensive plan to enhance the business environment for the design sector, with measures aimed at addressing regulatory challenges and providing targeted support to sub-sectors such as fashion, product design, architecture, and graphic design. By easing entry barriers and facilitating access to resources, Dubai hopes to create a supportive atmosphere that encourages innovation and collaboration within the design industry.
Her Highness also underscored the importance of attracting young talent to Dubai’s creative sector. As the first city in the Middle East to be named a UNESCO Creative City of Design, Dubai places high value on the design industry as a cornerstone of its creative economy and as an essential contributor to a knowledge-driven future. According to Her Highness, “With its unique capabilities and abundant opportunities, Dubai is committed to fostering the growth of this sector by envisioning its future, offering creative incubators for new projects and events, and championing the extraordinary talent that leads it.”
Moreover, the strategy underscores Dubai’s commitment to fostering a vibrant and resilient design community by encouraging collaboration across industries and promoting the use of cutting-edge technologies. From funding opportunities to easing regulatory processes, the strategy is designed to cultivate a dynamic ecosystem where designers and creative professionals can thrive. By bolstering its creative workforce and adopting innovative approaches, Dubai aims to set new standards in the global design arena, positioning the emirate as a central figure in the evolving world of design.
