Emirates Central Cooling Systems Corporation PJSC (Empower), renowned as the world’s largest provider of district cooling services, has officially announced the launch of construction for its latest district cooling plant in Dubai’s Deira district. This follows the recent award of the main construction contract for the state-of-the-art facility.
The new plant is set to enhance the Deira Waterfront development by serving over 46 buildings. This development is a pivotal element of the broader Deira Enrichment Project, which seeks to revitalize and modernize the Deira district. The project envisions the creation of 20 residential communities that will feature spacious apartments, unique commercial spaces, and contemporary office environments, all while maintaining Deira's rich heritage and cultural essence.
In line with its commitment to innovation, Empower will incorporate cutting-edge technologies into the operations of the Deira Waterfront cooling plant. The facility will integrate award-winning technologies such as Thermal Energy Storage (TES), which optimizes energy usage by balancing consumption during peak and off-peak hours, and Treated Sewage Effluent (TSE), which aids in the conservation of fresh water.

The construction work is progressing on schedule under the close oversight of Empower’s dedicated project team. The plant will be completed in two phases, with a final production capacity of 39,000 refrigeration tons (RT). The first phase, providing approximately 20,000 RT of environmentally friendly cooling, is slated to begin operations by the end of June 2025.
Empower, which commands over 80% of the district cooling market in Dubai, remains committed to substantial investments to broaden its operations within the city. This commitment is supported by both investors and shareholders, focusing on upgrading facilities and expanding the technical expertise of its staff to meet the increasing demand for its services.
HE Ahmad bin Shafar, Chief Executive Officer of Empower, emphasized the company's dedication to enhancing its service offerings: "Our teams are working diligently to deliver reliable and high-quality district cooling services across Dubai. Empower is devoted to expanding its projects and operations to address the growing demand for district cooling, including the new Deira Waterfront plant."
He added, "These efforts are part of our broader strategy to enhance infrastructure, expand distribution networks, increase the number of cooling plants, and explore new areas for district cooling coverage. By the end of the year, we aim to expand our customer base to approximately 140,000."
The new cooling plant is being designed to adhere to the highest international standards, integrating sustainable green building practices and aligning with Dubai’s recent urban developments. The design ensures that the plant harmonizes with the aesthetic and architectural standards of the Deira Waterfront development.
