Empower Hits Record AED 3.4B Revenue, Profit Tops AED 1B

Emirates Central Cooling Systems Corporation PJSC (Empower) (DFM: EMPOWER), the world’s largest district cooling services provider, has announced its financial results for the fiscal year 2025. The company reported record annual revenue of AED 3.419 billion, marking a 4.9% year-on-year growth compared to 2024.

Empower also posted a strong increase in profitability, with net profit reaching AED 1.004 billion, up 10.5% year-on-year. Profit before tax rose by 10.5% to AED 1.103 billion, while EBITDA increased by 6.2% during the year.

Strong Operational Growth in 2025

Empower continued expanding its operations in Dubai, with its total connected cooling capacity reaching about 1.7 million refrigeration tons (RT) in 2025. This further strengthened its position as the world’s largest district cooling provider in terms of connected capacity.

The company also achieved major growth in contracted capacity. Empower signed 186 new contracts during 2025, adding 198,481 RT. By the end of the year, its total contracted capacity reached nearly 2 million RT.

Empower’s district cooling infrastructure also expanded, with the distribution pipeline network exceeding 430 kilometers, and the total number of district cooling plants reaching 90 across Dubai.

Dividend Payments

Empower confirmed it paid AED 875 million in cash dividends during 2025. The amount was paid in two equal installments of AED 437.5 million, in April and October, in line with the company’s annual dividend commitment.

H.E. Ahmad Bin Shafar, CEO of Empower, said the record results reflect the company’s strong business model and long-term strategy focused on disciplined expansion, operational efficiency, sustainability, and governance.

He added that Empower is investing in advanced technologies and digital transformation to improve energy efficiency, reduce carbon emissions, and support Dubai’s sustainability goals.

More Buildings and Customers in 2025

Empower’s services expanded to more buildings during the year. The total number of buildings served reached 1,747, showing a 7% increase compared to 2024.

The company also reported:

• 26% growth in new service registrations (YoY)

• Customer base reaching 156,000 in 2025

Digital Growth and Customer Services

Empower launched its new mobile app in 2025 to improve customer experience and increase digital services.

In 2025, the company processed 979,051 bill payment transactions through its digital channels and banking partners, showing a 10% increase compared to the previous year.

Empower also approved 46,876 No Objection Certificate (NOC) applications from January to December 2025, also up 10% year-on-year. These NOCs support consultants and contractors in receiving approvals, reducing violations and saving time.

Major Agreements and Projects

Empower signed several key agreements in 2025, including:

• A master agreement with Wasl Group to supply district cooling for ‘The Island’ project with a capacity of 23,853 RT

• An agreement with DMCC to supply the next phase of Uptown Dubai with a capacity of 24,675 RT

• An agreement for Palm Gateway project in Palm Jumeirah with 9,470 RT

• Start of district cooling services for Phase 1 of Al Habtoor Tower, with 7,200 RT, expected to complete by end of 2027

Infrastructure Expansion in Dubai

Empower reported major progress in plant development during 2025.

The company began operations of the Deira Waterfront district cooling plant, with a total capacity of 39,000 RT, serving more than 46 buildings.

Empower also awarded and signed contracts for new plants, including:

• Excavation and foundation works for a new plant in Al Sufouh 2 with 23,400 RT (first of three planned plants in the area)

• Construction of the second district cooling plant in Jumeirah Village with about 37,000 RT

• Design contract for a new plant at Dubai Science Park, serving nearly 80 buildings with a total capacity of 47,000 RT

Empower took part in major global energy events in 2025 as a Diamond Sponsor, including:

• IDEA Campus Energy 2025 (February)

• IDEA Annual Conference 2025 (June)

At the IDEA Annual Conference, CEO Ahmad Bin Shafar was reappointed as Member Emeritus on IDEA’s Board of Directors.

Empower also participated in LAC2025 (International District Energy Conference in Latin America and the Caribbean), where Bin Shafar delivered a keynote speech and met with Fares Jadue, Mayor of Recoleta, Chile, to discuss district cooling adoption and sustainability.

The company was also a Strategic Sponsor at WETEX 2025, highlighting its focus on innovation and partnerships.
