Dubai Municipality has announced impressive progress in monitoring and managing construction activities across the emirate during the first half of 2025. With more than 25,000 field inspections carried out, new building completion certificates issued, and stronger steps taken to encourage sustainability, Dubai continues to strengthen its position as a global hub for safe, modern, and environment-friendly construction.

A Record Number of Field Inspections

In just six months of 2025, Dubai Municipality successfully conducted over 25,000 field inspections at construction sites across the emirate. This is a huge 36% increase compared to the first half of 2024, showing the growing scale of projects and the municipality’s commitment to monitoring them more closely.

The inspections covered 18,800 buildings under construction, with a total built-up area of 36 million square metres. This marks an 11% increase in construction space compared to 2024, reflecting the continuous boom in residential, commercial, and industrial projects across Dubai.

The inspections were not just routine checks. They were part of a bigger plan to make sure that every project in Dubai follows the rules, maintains safety, and uses modern methods that protect both people and the environment.

High Compliance Rates Ensure Safety

One of the most remarkable results of these inspections is the 96% compliance rate achieved across construction projects. This means that almost all builders and developers followed the municipality’s strict construction standards and safety rules.

A high compliance rate is essential because it ensures that every new building in Dubai is safe, durable, and built to high standards. It also proves that Dubai Municipality’s approach is working well, combining strict monitoring with support for developers to complete projects on time while still maintaining quality.

More Building Completion Certificates Issued

During the same period, Dubai Municipality issued 1,669 building completion certificates. This represents a 30% rise compared to the first half of 2024, showing that projects are being completed faster and with more efficiency.

Among these certificates were:

  • 1,484 villas built for families,

  • 74 multi-storey buildings, and

  • 60 industrial facilities.

Together, these buildings add around 2 million square metres of new space for living, working, and industrial purposes. This growth demonstrates Dubai’s strong real estate and infrastructure sector, which continues to attract investors and support residents with modern, high-quality spaces.

A Strong Focus on Sustainability

Dubai Municipality is not only checking construction quality but also ensuring that the industry grows in a sustainable way. One major achievement is the use of 1.5 million cubic metres of green concrete. This eco-friendly material reduces harmful emissions and supports Dubai’s environmental goals.

In addition to that, the municipality oversaw the recycling and transportation of 16.4 million cubic metres of soil — a quantity that could fill nearly 6,500 Olympic-size swimming pools. Such efforts help in reducing waste, protecting natural resources, and keeping construction eco-friendly.

Supporting Emirati Citizens in Building Homes

Dubai Municipality also extended support to citizens by issuing 1,126 approvals for free sand for Emirati families who were constructing private villas. Alongside this, the municipality provided 4,222 permits for sand transport and supply, ensuring that construction resources were used efficiently and fairly.

This initiative not only helps citizens reduce costs but also shows the government’s dedication to supporting locals in building their dream homes while maintaining environmental balance.

Speaking about these achievements, Eng. Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency at Dubai Municipality, highlighted the importance of precise engineering supervision in the construction sector.

She explained that regulating construction is a key way to raise industry standards and ensure safety while pushing Dubai forward as the world’s smartest and most sustainable city.

She said:
“Dubai Municipality places great emphasis on precise engineering oversight of construction activities, considering it a key tool to regulate the sector and elevate its standards. We aim to provide a safe and sustainable construction environment, applying the highest quality and safety standards at all stages. This contributes to enhancing residents’ quality of life and reinforces Dubai’s position as a leading hub in construction and building.”

She further added that Dubai is not only a fast-growing city but also a global example of sustainable urban development. The municipality, together with its partners in the construction sector, continues to focus on sustainability, innovation, and excellence.
