Dubai Electricity and Water Authority (DEWA) has announced the approval of 59,058 No Objection Certificate (NOC) applications in the first half of 2024 through its Soqoor programme. This initiative is aimed at supporting DEWA's efforts to manage the rapid urban expansion in Dubai effectively. The Soqoor programme streamlines the process for consultants and contractors to obtain DEWA’s approval for NOC applications and field operations services related to their projects.
HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, emphasized DEWA’s commitment to aligning with the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. This includes enhancing Dubai's leadership in service delivery, simplifying government procedures, accelerating service provision, and improving the business environment. These efforts aim to elevate efficiency, productivity, and competitiveness across economic sectors in Dubai, ultimately enhancing the quality of life for residents and preparing for future challenges. This strategic direction is integral to initiatives like the Dubai Economic Agenda D33 and the Dubai 2040 Urban Master Plan.

The NOC approvals were processed from the beginning of the year until the end of June 2024, involving 1,951 consultants and contractors. The approvals were distributed across DEWA's divisions: the Transmission Power division approved 32,072 applications, the Distribution Power division approved 17,955 applications, and the Water & Civil division approved 9,031 applications.
Hussain Lootah, Executive Vice President – Transmission (Power) at DEWA, highlighted that the Soqoor programme represents a pioneering government initiative in Dubai. It evaluates consultants and contractors based on their compliance with DEWA’s stringent requirements, standards, terms, and guidelines during the application submission process. The programme aims to expedite approval timelines, reduce or prevent violations and fines, optimize operational efficiency, and safeguard DEWA's infrastructure assets.
Consultants and contractors achieving exemplary performance in line with international standards through the Soqoor programme stand to receive prestigious awards. These awards recognize excellence in various categories such as “No Objection Certificate Services for Infrastructure Projects,” “Electricity Network Services,” and “Water Network Services.” This framework incentivizes adherence to best practices and enhances overall service delivery within Dubai’s infrastructure sector.
