Canada’s Armed Forces Appoint First Female Chief

General Jennie Carignan Becomes Canada’s First Female Chief of Defence Staff

OTTAWA: In a historic appointment, General Jennie Carignan has been named Canada’s Chief of Defence Staff (CDS), making her the first woman to lead the country’s armed forces. Carignan's appointment marks a significant milestone in Canadian military history.

Carignan, a military engineer with 35 years of service in the Canadian Army, has commanded troops in diverse and challenging environments, including Afghanistan, Bosnia-Herzegovina, Iraq, and Syria. Her extensive experience and leadership credentials have paved the way for this groundbreaking role.

During a speech at the Canadian War Museum in Ottawa, Carignan expressed her readiness and confidence in addressing the numerous challenges facing the military. She highlighted the need to adapt to global conflicts, heightened tensions, climate change, and threats to democratic values. "Conflict in Ukraine and the Middle East, heightened tensions elsewhere around the world, climate change, increased demands on our personnel at home and abroad, and threats to our democratic values and institutions are but a few of the complex challenges we need to adapt to and counter," Carignan stated.

Carignan succeeds General Wayne Eyre, who has been the top military commander since 2021. Her appointment comes at a crucial time as Canada aims to boost its defence spending and modernize its armed forces. Prime Minister Justin Trudeau recently announced the goal of reaching NATO's defence-spending target of 2% of GDP by 2032. Current projections estimate Canada’s defence spending at 1.39% of GDP for the 2024-25 fiscal year.

The Canadian Armed Forces are grappling with recruitment challenges and outdated equipment. The head of the navy warned last November that the service might struggle to fulfill basic duties by 2024. Carignan acknowledged these internal challenges and emphasized the need for strategic solutions, stating, "We're facing many internal challenges such as recruitment and retention. We know the challenges we face and what we need to do to address them."

Prime Minister Trudeau praised Carignan as "a role model for all Canadians and for the world." His administration has been committed to advancing gender equality, as evidenced by previous appointments, including Brenda Lucki as the first female head of the Royal Canadian Mounted Police in 2018, and the recent appointments of two female governors-general.
