Australia has formally rejected Turkey’s proposal to co-host the 2025 United Nations Climate Change Conference (COP31), intensifying a high-stakes diplomatic standoff over the location of one of the world’s most important climate summits. Prime Minister Anthony Albanese confirmed on Monday that co-hosting does not comply with the rules of the United Nations Framework Convention on Climate Change (UNFCCC), and all parties were already aware that such an arrangement was not feasible.
The announcement reaffirms Australia’s push to host COP31 in Adelaide, positioning the city as a central stage for global climate diplomacy. Albanese emphasized that Australia’s proposal reflects both the region’s climate vulnerability and the opportunity to showcase Pacific nations’ perspectives on environmental challenges. If successful, Adelaide would become the first COP venue in the Pacific region, marking a historic shift in climate summit geography.
However, the decision leaves both Australia and Turkey in a deadlock. Turkey has continued advocating for a co-hosting arrangement, highlighting its interest in sharing the responsibilities and global visibility that come with hosting the summit. Diplomatic sources from Ankara confirmed their commitment to pursuing co-presidency, creating a tense backdrop to ongoing COP30 negotiations in Belem, Brazil.
The situation has sparked growing concerns that unless a compromise is reached, the stalemate could lead to an unprecedented outcome: the hosting rights defaulting to Germany, a scenario that would mark a first in COP history. The deadlock adds pressure to negotiators at COP30, where Brazil aims to demonstrate that climate diplomacy can progress despite competing national interests.
Australia’s bid to host COP31 also draws attention to its environmental record. While the country seeks to highlight its leadership in Pacific climate issues, it continues to face scrutiny over its long-standing dependence on fossil fuel exports and historical delays in implementing robust climate policies.
