UAE Implements Midday Work Ban for Outdoor Workers Starting June 15

Dubai: In a bid to safeguard the well-being of outdoor workers amidst scorching summer temperatures, the UAE has officially announced the commencement of the midday work break starting June 15. Issued by the Ministry of Human Resources and Emiratisation (MoHRE), the directive mandates a daily break for outdoor laborers from 12 pm to 3 pm, lasting until September 15, spanning the entirety of the summer months.

Now in its 20th consecutive year, the annual implementation of the midday work ban underscores the UAE's commitment to ensuring the health and safety of its workforce. The initiative aims to mitigate the risks associated with prolonged exposure to extreme heat, shielding workers from occupational hazards and potential injuries during peak daytime temperatures.

Under the directive, employers are tasked with providing suitable shaded or indoor areas where workers can take refuge during the designated break period, ensuring adequate respite from the blistering heat. Furthermore, companies are obligated to furnish cooling equipment and hydration facilities to mitigate the effects of high temperatures on their workforce.

Mohsin Ali Al Nassi, Assistant Undersecretary for Inspection Affairs, underscores the integral role of the midday break in promoting corporate social responsibility and safeguarding workers' welfare. Al Nassi emphasizes the ingrained nature of the midday break within the UAE's business landscape, highlighting its pivotal function in upholding occupational health and safety standards.

While the midday break is considered sacrosanct, certain exceptions are permitted to facilitate the seamless continuation of essential services. Activities deemed indispensable for technical reasons or those addressing emergencies affecting public welfare, such as infrastructure maintenance or utility repairs, may be exempt from the mandated break period.

To ensure compliance with the regulations, the Ministry employs a multifaceted approach, conducting rigorous inspection tours and encouraging the reporting of violations through various channels, including its call center, website, and smart application. Companies found in breach of the midday break regulations face hefty fines of up to Dh5,000 per worker, with cumulative penalties amounting to a maximum of Dh50,000 for repeat offenses.

In a concerted effort to raise awareness and foster adherence to the midday break guidelines, the MoHRE collaborates with its partners to conduct targeted awareness campaigns and site visits. These initiatives aim to educate both workers and employers about the importance of adhering to the prescribed regulations during the summer months, ultimately ensuring the well-being and safety of the UAE's labor force.
