In a significant step towards strengthening cooperation in labour and human resources, the United Arab Emirates (UAE) and Qatar have signed a Memorandum of Understanding (MoU). This agreement aims to boost collaboration between the two countries in workforce development, legislation, and knowledge sharing in labour-related fields. The MoU was signed during the 11th GCC Labour Ministers’ meeting held in Kuwait, highlighting the importance of regional cooperation in labour and human resources development.
Purpose of the MoU
The main goal of this MoU is to enhance coordination and cooperation between the UAE and Qatar in the field of labour and human resources. It focuses on sharing expertise, improving workforce development, and working together on creating and updating laws and regulations related to labour. By signing this MoU, both countries aim to ensure better management of the workforce and strengthen support for workers in various sectors.

The agreement is also intended to promote broader cooperation across the Gulf Cooperation Council (GCC). This includes improving services for jobseekers, creating effective training programs, and supporting the governance of migrant labour in the region. Representation at the Signing Ceremony
The MoU was signed on the sidelines of the 11th GCC Labour Ministers’ meeting in Kuwait. The UAE was represented by Dr. Abdulrahman Al Awar, who serves as the Minister of Human Resources and Emiratisation and also acts as the Minister of Higher Education and Scientific Research. Qatar’s signatory was Dr. Ali bin Smaikh Al Marri, the Minister of Labour.
Both ministers emphasized the importance of cooperation and highlighted how this agreement would pave the way for stronger labour ties between their countries. They also underlined that such collaboration is crucial for creating more job opportunities, enhancing skill development, and improving the overall labour market in the region.
