The MoU was signed during an official meeting in Abu Dhabi. Representing the UAE was Humaid Obaid Abushibs, President of the UAE Accountability Authority. From Oman, Sheikh Ghosn Hilal Al Alawi, Chairman of the State Financial and Administrative Audit Authority, attended the ceremony.
During their meeting, both leaders expressed their commitment to strengthening ties between their respective audit institutions. They highlighted the importance of exchanging knowledge, best practices, and technical expertise to enhance the overall efficiency and effectiveness of public sector governance in both countries.
Purpose of the Memorandum of Understanding
The MoU is more than just a formal agreement. It represents a shared vision between the UAE and Oman for improving public sector management and ensuring responsible use of public funds. The main objectives of the agreement include:
Promoting Transparency: Ensuring that all government activities are conducted openly and that citizens have confidence in how public resources are managed.
Strengthening Accountability: Holding public institutions responsible for their decisions and ensuring that any misuse of resources is identified and addressed.
Encouraging Integrity: Upholding the highest standards of honesty and ethical conduct in government institutions.
Supporting Sustainable Development: Ensuring that resources are used efficiently to contribute to long-term economic and social development goals.
Officials from both countries emphasized that the MoU would serve as a framework for collaboration, enabling the UAEAA and Oman’s audit authority to work together on various projects and initiatives aimed at improving governance and financial oversight.
Areas of Cooperation
The MoU outlines several key areas where the two audit authorities will collaborate. These areas include:
Exchange of Expertise: Both countries will share knowledge, technical skills, and expertise in auditing and public financial management. This will help improve the quality and accuracy of audits in both countries.
Joint Training Programs: Audit staff from the UAE and Oman will have opportunities to participate in joint training and development programs. These programs aim to enhance professional skills and ensure auditors are up to date with the latest auditing standards and practices.
Research and Development: The two countries plan to work together on research projects related to governance, auditing, and public financial management. This will help both nations identify new approaches and strategies to improve oversight and accountability.
Workshops and Conferences: Regular workshops, seminars, and conferences will be organized to facilitate the exchange of ideas, experiences, and best practices between the UAE and Oman.
Mutual Support in Auditing Projects: The MoU allows for collaboration on specific auditing projects. This includes joint audits of certain public institutions or government programs, which can improve efficiency and reduce duplication of efforts.
By focusing on these areas, both countries aim to create a strong partnership that enhances the credibility, reliability, and effectiveness of public sector governance.
Importance of the Agreement
The signing of this MoU is an important milestone for both the UAE and Oman. It demonstrates their shared commitment to the principles of good governance, transparency, and accountability. Public trust in government institutions is strengthened when audits are conducted effectively, resources are used responsibly, and ethical standards are maintained.
Experts note that cooperation between audit authorities in neighboring countries can also lead to better management of cross-border projects and initiatives. For example, if both countries are involved in joint development projects, having a coordinated audit approach ensures that public funds are protected and used efficiently.
Additionally, the agreement supports broader efforts to achieve sustainable development. Responsible management of public resources is essential for economic growth, social stability, and long-term prosperity. By working together, the UAE and Oman can ensure that their governments are using resources wisely and addressing any potential risks or inefficiencies.
Statements from Officials
Humaid Obaid Abushibs, President of the UAE Accountability Authority, said:
"This agreement reflects the UAE’s ongoing commitment to promoting transparency and accountability in all government operations. By working closely with our Omani counterparts, we can exchange expertise and improve the quality of our audits, ensuring that public resources are safeguarded and used responsibly."
Sheikh Ghosn Hilal Al Alawi, Chairman of Oman’s State Financial and Administrative Audit Authority, added:
"The MoU represents a historic step in the partnership between Oman and the UAE. Through this collaboration, we aim to enhance the efficiency and effectiveness of public sector oversight, uphold the highest standards of integrity, and contribute to sustainable development in both countries."
Their statements underline the shared vision and mutual respect between the two countries’ audit authorities.
The UAE and Oman have set a strong example of regional cooperation in governance and accountability. The Memorandum of Understanding between the UAE Accountability Authority and Oman’s State Financial and Administrative Audit Authority is not just a formal document but a roadmap for future collaboration.
Through this partnership, both nations aim to strengthen transparency, uphold integrity, ensure accountability, and support sustainable development. By working together, the UAE and Oman can protect public resources, improve public trust, and foster long-term growth and prosperity.
This agreement marks a new chapter in UAE-Oman relations, highlighting the importance of cooperation and collaboration in public sector management. It demonstrates how two neighboring countries can work together to achieve common goals, set high standards for governance, and ensure a better future for their citizens.
