The Trump administration has introduced new rules declaring that countries enforcing race or gender diversity, equity, and inclusion (DEI) policies could be considered as violating human rights. These instructions were issued by the State Department to all US embassies and consulates, which compile the annual report on global human rights.
The rules also target countries that subsidize abortion or allow large-scale migration, stating that such policies may also infringe on human rights. Officials said these changes are meant to stop what they call “destructive ideologies,” though critics argue that this redefines long-standing international human rights standards to fit ideological goals.
A senior State Department official explained that the rules are “a tool to change the behavior of governments.” The official emphasized that the US remains committed to the idea that human rights are given by God, not governments.
Under the new rules, countries could be criticized for policies including:
Subsidizing abortions, including tracking the number of annual procedures.
Facilitating mass or illegal migration across borders.
Implementing laws restricting speech online, which the Trump administration opposes.
Deputy State Department spokesperson Tommy Pigott said the rules aim to prevent human rights violations such as free speech restrictions, discriminatory employment practices, and other harmful policies.
Rights campaigners have condemned the move. Uzra Zeya, a former senior State Department official, said the administration is “weaponizing international human rights for domestic partisan ends.” She added that the instructions ignore the rights of women, minorities, and non-believers.
The US annual human rights report has traditionally documented abuses like torture, extrajudicial killings, and political persecution around the world. However, critics say the latest report, published in August, downplayed issues in US allies while increasing criticism of perceived adversaries. It also reduced coverage of corruption and minority rights violations.
The report further stated that some European democracies, including the UK, France, and Germany, had worsened human rights situations due to laws against online hate speech. Critics say the language mirrors the views of US tech executives who oppose internet regulations, framing them as attacks on free speech.
This change represents a significant shift in the US approach to human rights, expanding domestic ideological priorities into foreign policy, and signaling stricter scrutiny of global DEI, abortion, and migration policies.
