By midnight, the deadline had passed without a deal, triggering a federal shutdown that is expected to furlough or even permanently cut roughly 750,000 federal employees. Offices across the country began preparing to close their doors, while the administration signaled it would target programs favored by Democrats in the days ahead.

What Led to the Shutdown
This is the third government shutdown under Mr. Trump’s leadership and the first since his return to office earlier this year. The standoff reflects a deep divide over budget priorities: Democrats are pushing for renewed funding for health care subsidies under the Affordable Care Act, which are set to expire and risk driving up insurance premiums nationwide.
Republicans, who hold a narrow Senate majority, have refused to link health care funding to budget talks. Despite several rounds of votes, both the GOP’s temporary funding bill and the Democrats’ counterproposal collapsed in the Senate.
The Fallout for Federal Services
The Trump administration has instructed agencies to prepare not only for the standard furloughs but also for mass firings, as part of its long-running goal to shrink the federal workforce.
Essential services like Medicare, Medicaid, and the Pentagon will continue, though staffing shortages are likely to cause delays. Homeland Security will keep most of its employees on duty, while the fate of cultural institutions like Smithsonian museums and national parks remains uncertain.
Political Battle Lines
House Speaker Mike Johnson blamed Democrats for “wanting to fight Trump,” while Senate Majority Leader John Thune insisted Republicans were open to health care discussions — but not as part of shutdown negotiations.
Senate Democratic leader Chuck Schumer, meanwhile, has faced growing pressure from his party’s left wing to stand firm on health care subsidies. “Americans are hurting with higher costs,” Schumer said after the failed vote.
The standoff now leaves millions of Americans bracing for disruptions in benefit payments, delayed government contracts, and stalled services. With no clear offramp in sight, Washington enters a shutdown that could stretch on for weeks — a reminder of the deep political gridlock shaping U.S. governance today.
