Tough New Bullying Protocols to Launch in Singapore by 2027

Singapore is gearing up to implement a uniform disciplinary system across schools by 2027, targeting bullying and student misbehavior with greater effectiveness. This initiative seeks to provide consistency in managing such incidents while allowing for flexibility based on individual cases.

The Ministry of Education has announced that these new guidelines will outline minimum penalties for serious infractions. Students caught for the first time may face three days of detention or suspension, or a combination of both, alongside possible alterations to their conduct grades based on the severity of the incident.

In specific circumstances, corporal punishment like caning may be enacted, with first-time offenders receiving one stroke while repeat offenders could receive up to three. This policy aims to deter misconduct and strengthen discipline within the educational setting.

Education Minister Desmond Lee emphasized that this framework will set a common standard for all schools, yet institutions will still have the discretion to evaluate cases on an individual basis, factoring in aspects such as age, maturity, mental health, and special educational requirements.

Further, the ministry detailed that bullying incidents will be assessed by intent, effect, and frequency, ensuring that disciplinary actions are just and suitable. This classification is intended to differentiate serious bullying from minor behavioral problems.

Complementing the stricter penalties, the government intends to roll out enhanced reporting systems. A new online platform will empower students to report bullying cases directly, while parents will receive timely updates and clear communication throughout investigations.

This initiative comes in light of a recent uptick in bullying reports, with statistics showing an increase in incidents among primary and secondary school students. Officials believe these new regulations will foster a safer educational atmosphere while promoting cooperation between schools, families, and the broader community.
