The Ministry of Family and the Zayed Higher Organization for People of Determination (ZHO) have announced a major new partnership to better support People of Determination in the UAE. This move is part of the country’s bigger plan to improve cooperation between government agencies, offer better services, and build a more inclusive society where everyone feels valued and supported.
As part of the initiative, a single unified card will be introduced by January 2026. This card will be accepted across both national and local government levels, making it much easier for People of Determination to access the services they need. It will reduce paperwork and help streamline the process of getting support. The Ministry and ZHO will also work together to align laws and systems related to disability and make sure the same rules and standards are followed throughout the UAE.
Both parties have agreed to use the same guidelines for diagnosing and assessing disabilities. They will also begin accepting applications for the People of Determination card through ZHO for residents in Abu Dhabi. The plan includes running joint training sessions and sharing knowledge to improve the skills of professionals working with People of Determination.

Her Excellency Hessa Abdulrahman Tahlak, Assistant Undersecretary for the Development Sector at the Ministry of Family, said the new partnership is a reflection of the UAE’s strong commitment to supporting People of Determination. She said they are an important part of society and deserve full respect and equal chances to contribute to the country. She also highlighted that the UAE is not just talking about inclusion — it’s turning these goals into real actions that improve lives.
His Excellency Abdullah Al Humaidan, Secretary-General of ZHO, praised the partnership as a key step toward better services. He said this kind of teamwork is the best way to improve access to support, diagnosis, training, and services for People of Determination. He also mentioned that the use of smart technology will help make services faster and more efficient.
Together, the Ministry and ZHO will work on protecting the rights of People of Determination, improving how questions and requests are handled, and joining in important events in the UAE and abroad. They will study how other countries provide these services, share helpful ideas, and use smart apps and data systems to improve support. The two organizations also plan to improve the learning and care facilities in centres across the country, and to launch campaigns that help raise awareness about the needs and rights of People of Determination.
This partnership is another strong step in the UAE’s journey toward becoming a more caring, inclusive, and forward-thinking country where everyone, including People of Determination, has the chance to grow, succeed, and take part in building the nation’s future
