Each week, Dubai’s real estate market evolves with new data, trends, and regulatory shifts. In the latest Week 41, several noteworthy dynamics stood out: off-plan properties dominated transactions, and a new regulatory change now permits eligible freehold units to be transacted remotely.
This snapshot captures what’s driving the market this week, the implications for buyers and developers, risks to watch, and what may be next.v
Off-plan projects typically allow buyers to pay over time, easing upfront cost burdens. For many investors and end-users, this payment structure remains highly attractive, especially when the market shows momentum and growth.
Investors often bet on future appreciation. Buying early in a project gives upside potential if the surrounding infrastructure, connectivity or city growth enhances value over time.
To sustain sales velocity, developers often offer early-bird discounts, incentives, extended payment schemes, or promotional deals on off-plan units—drawing more demand into pre-construction deals.
In many prime zones, ready stock is limited. Off-plan projects provide an opportunity to access new supply in expanding or upcoming neighborhoods where ready product is scarce.
A recent regulation allows eligible freehold units (with certain criteria like single ownership and no mortgage encumbrance) to be sold or transferred remotely, i.e., without needing the buyer or seller to be physically present. This opens up several advantages:
Broader buyer pool: Non-residents, overseas investors, or those abroad can transact property more easily.
Smoother transfer process: It reduces logistical hurdles, travel costs, and time delays associated with in-person formalities.
Digital leverage: Encourages real estate platforms, digital contracts, secure identification systems to integrate with registry and legal frameworks.
Transparency & liquidity: More seamless transfers may increase confidence in the freehold market and improve liquidity.
However, this rule typically applies only to units meeting eligibility criteria to protect against misuse, fraudulent transfers, or disputes.
Access to invest in freehold units remotely lowers barriers, especially for foreign or NRI buyers.
Off-plan remains a powerful tool—but always evaluate developer credibility, project track record, delivery timelines.
Check whether a unit is “eligible freehold”—i.e. no mortgage/lien, single ownership—before assuming remote transfer ability.
Use contracts and due diligence to protect against delays, quality risk, and regulatory changes.
The remote transaction rule can boost demand from distant buyers—developers may market globally more aggressively.
Off-plan marketing strategies remain central; developers must maintain trust in delivery, quality, and compliance to convert buyers.

Off-plan will likely continue dominating weekly snapshots, though share may fluctuate depending on macro, rates, and sentiment.
Freehold remote trading may encourage cross-border capital flows, particularly from Middle East, South Asia, Europe, etc.
Developers may design more eligible, mortgage-free freehold units to tap remote transfer demand.
Proptech, registry digitization, blockchain or tokenization may become more integral in enabling secure, auditable remote transfers.
