In a striking shift in global wealth mobility, Dubai (UAE) now ranks as the second-most sought after residency destination for high-net-worth individuals (HNWIs) from India, trailing only Australia’s innovation visa program. This surge reflects deeper changes in how wealthy individuals view global mobility, tax regimes, lifestyle, and real estate as part of their wealth and life strategies.
According to the 2025 Henley & Partners Residence Program Index, the UAE’s Golden Visa program is seeing dramatically increased interest from Indian HNWIs. The rise underscores that Dubai is no longer just a business or holiday hub—it’s becoming a residential anchor for affluent global citizens.
In this article, we explore what factors are propelling Dubai’s ascent, how this influences real estate markets, the opportunities and risks ahead, and what it means for investors and governments alike.
The Henley & Partners index shows that among residency programs globally, the UAE’s Golden Visa is now the second-most enquired program by Indians, after Australia’s National Innovation Visa.
The shift underscores that residency demand is no longer dominated by Western countries; for many HNWIs, Middle Eastern destinations now compete.
Key enablers include tax advantages, lifestyle appeal, economic openness, and proximity to India, making Dubai an especially attractive option for Indian high-net-worth individuals.
The rise in interest is not speculative — it is backed by real migration and capital flows into the UAE.
These trends mark a structural realignment in wealth migration, with Dubai emerging as one of the top global hubs for people who demand more than just financial returns—they demand a home base, mobility, prestige, and stability.
At the core is the UAE Golden Visa / Residence by Investment program. This offers long-term residency (5–10 years) for investors, professionals, entrepreneurs, and high-net-worth individuals, without needing a local sponsor. For many HNWIs, the ability to live, work, and study in Dubai with minimal bureaucratic friction is a strong pull.
Additionally, recent rumors and policy signals suggested a nomination-based “lifetime” Golden Visa option (for a one-time fee), which greatly simplified access. While the UAE authorities clarified that the lifetime visa scheme was not being “sold” and emphasized merit-based criteria, the speculation itself boosted interest.
The combination of residence certainty, predictability, and asset-backed pathways is a potent formula for affluent migrants.

For Indian HNWIs, Dubai is uniquely well-located. Flight times are modest (3–4 hours from major Indian metros), cultural and business ties are deep, and it allows maintaining family, business, and diaspora linkages.
This combination of ease of access + global positioning + familiar culture makes Dubai more appealing than far-flung alternatives. Many are drawn to the idea of a “second home” that is practical, not just aspirational.
Dubai is globally recognized for world-class infrastructure, smart-city planning, luxury amenities, and stable governance. Add in high levels of safety, quality healthcare, international schools, luxury retail, and cosmopolitan lifestyle—these factors influence HNWI decisions strongly.

One of the catalysts for Dubai’s residency appeal is its tie-in with real estate. Many Golden Visa/Residency pathways allow property investment (often in high-value real estate) as a qualifying route.
Thus, HNWIs can convert capital into residential property, gain a valuable asset, and simultaneously secure residency. This synergy strengthens the real estate market, particularly in premium, branded, and villa segments targeted by affluent buyers.
It leads to a virtuous cycle: demand for luxury/prime real estate supports higher prices and yields, which attract more capital and elevate Dubai’s status globally.
The residency-driven demand has amplified activity especially in ultra-luxury, branded, and villa segments. Wealthy buyers seeking to both live and invest in Dubai are gravitating to projects offering prime locations, exclusivity, high-end amenities, and integrated services.
In fact, properties selling for USD 10 million+ in Dubai are seeing strong demand, with top-tier transactions growing year on year. Many of these deals are sourced from investors who see Dubai as a long-term base, not a speculative flip.
Historically, many real estate cycles in Dubai involved speculative buyers. But with residency as a key motivator, a greater proportion of buyers are end-users or long-term residents. That supports more stable absorption, fewer inventory overhangs, and less volatility in luxury segments.
Residency demand is not limited to luxury housing. High-net-worth individuals also seek mixed-use projects, branded residences, serviced apartments, and strategic real estate assets—especially those that combine lifestyle, work, and investment in one address.
Developers are thus adjusting product pipelines to cater to immigration-linked buyers, improving amenities, service models, and integrating flexible living concepts.
As capital inflows persist, valuations in luxury and prime markets rise. Coupled with strong rental demand and scarcity of premium stock, yields in the top segments tend to remain resilient.
