Dubai has always been known for its innovative projects and forward-thinking transport system. To take another step toward a greener and more sustainable future, Dubai’s Roads and Transport Authority (RTA) has announced a new plan that focuses on electric mobility. In collaboration with Terra Tech Ltd, a start-up company in the MENA region that develops advanced battery-swapping technology, RTA will introduce several battery-swapping stations across the city.
This new initiative will especially support the delivery sector, which has been growing rapidly in Dubai. It will make it easier for delivery riders and companies to use electric bikes instead of petrol-based vehicles. By switching to eco-friendly electric options, Dubai hopes to reduce pollution, cut down on noise, and improve overall service quality.

What is the Initiative All About?
The RTA’s plan is to install battery-swapping stations in strategic areas of Dubai. These locations are chosen carefully to make sure that delivery drivers can easily swap out a low battery for a fully charged one without wasting time.
The project will be carried out together with Terra Tech Ltd, which is a company that specializes in creating such stations. Terra is a leading B2B micro-mobility start-up that already works on smart solutions for urban transport. Their expertise will ensure that the system is reliable, quick, and useful for delivery businesses.
This step is not just about technology—it is about creating a practical system that supports thousands of delivery drivers who keep Dubai’s economy moving. Whether it is food delivery, parcels, or groceries, delivery riders will now have an easier way to keep their bikes running without depending on traditional fuel.
Why is This Important?
Dubai’s RTA has always placed importance on building a modern and sustainable transport system. With this move, the authority wants to encourage delivery companies to adopt green and eco-friendly alternatives.
The delivery sector plays a big role in Dubai’s economy. With online shopping and food delivery services growing every year, the number of delivery bikes on the road is also increasing. Most of these bikes run on fuel, which leads to more emissions and noise. By switching to electric bikes and using battery-swapping stations, the city will:
Reduce harmful carbon emissions.
Lower noise pollution in busy neighborhoods.
Improve air quality for residents.
Cut down the running cost for delivery companies.
Encourage innovation in urban mobility.
This project also stands out because it is the first of its kind in the region. Dubai is taking the lead in showing how modern technology can be used to support businesses while caring for the environment.
Alignment with Dubai’s Long-Term Strategy
Ahmed Mahboob, CEO of RTA’s Licensing Agency, explained that this project is directly linked with Dubai’s Commercial and Logistics Land Transport Strategy 2030.
This strategy has a clear goal: to reduce carbon emissions by 30% by the year 2030. To achieve this, the city is developing the necessary infrastructure at 36 key locations across the emirate. These stations will not just be random installations but carefully planned points that fit into the operational needs of delivery companies.
The RTA is not just building facilities—it is also creating an operational model that fits the specific needs of delivery businesses. Every company has different requirements, and the new system will be designed to meet those demands, ensuring smooth operations for everyone.
Benefits for the Delivery Sector
The biggest winners of this initiative will be the delivery companies and their riders. Currently, fuel costs and maintenance are among the largest expenses for operators. Electric bikes powered by swappable batteries can bring down these costs significantly.
Here’s how delivery companies will benefit:
Lower total cost of ownership: Electric bikes are cheaper to maintain compared to petrol bikes.
Time-saving: Riders can simply swap batteries in minutes instead of waiting for charging.
Better service quality: With reliable energy, deliveries can be completed faster and more efficiently.
Sustainability goals: Companies can proudly say they are contributing to a cleaner environment.
This move also helps small delivery companies who cannot afford large fleets of expensive fuel-based bikes. With battery-swapping systems, they can adopt modern technology without heavy investment.
RTA’s Vision for the Future
In his statement, Ahmed Mahboob highlighted how this collaboration will boost Dubai’s readiness for future technologies. The emirate is not only looking at today’s needs but also preparing itself for what is coming tomorrow.
By developing such solutions, Dubai is paving the way for:
Alternative sustainable energy options.
Better environmental practices in the transport sector.
Improved daily services for both citizens and residents.
He also invited all delivery and commercial sector partners to participate in this journey. According to him, building a sustainable and efficient future requires teamwork, and RTA is ready to support its partners with world-class solutions.
Terra’s Role in the Partnership
On the other side of the partnership, Husam Al Zammar, CEO of Terra Tech Ltd, expressed his excitement over this collaboration. He praised RTA for its continuous work in upgrading Dubai’s infrastructure and its dedication to sustainability.
Al Zammar also pointed out that the delivery sector has a direct impact on Dubai’s GDP. With the rise of online shopping, delivery has become one of the key industries supporting the economy. Terra is proud to contribute to this sector by providing the right technology at the right time.
He added that his company values the confidence RTA has shown in Terra’s solution and looks forward to building a strong electric bike delivery ecosystem in Dubai.
A Step Towards a Cleaner Dubai
This initiative is more than just a technological project—it is a clear step towards a cleaner, greener, and healthier Dubai. By cutting down emissions and noise, residents will enjoy a better quality of life. Roads will also become quieter and less polluted, making the city more pleasant for everyone.
Moreover, it sets an example for the rest of the region. If the system proves successful in Dubai, other cities in the Middle East may follow the same path. This could mark the beginning of a larger transformation in how delivery services operate across the region.
Dubai’s RTA, in collaboration with Terra Tech Ltd, is leading the way in sustainable transport solutions. By introducing battery-swapping stations for electric bikes, the emirate is not only supporting the fast-growing delivery sector but also working towards a cleaner and greener future.
The project perfectly aligns with Dubai’s vision for 2030, which aims at reducing carbon emissions and preparing the city for next-generation technologies. For delivery companies, this means reduced costs, faster services, and the pride of contributing to sustainability. For residents, it means cleaner air, less noise, and improved services.
In simple words, this initiative is a win-win for everyone—delivery riders, companies, the government, and most importantly, the people of Dubai.
