The Dubai Health Authority (DHA), in partnership with the Mohammed Bin Rashid School of Government, has officially launched a Professional Diploma in Emergency and Crisis Healthcare Management. This program aims to bolster national preparedness by developing a skilled local workforce capable of effectively responding to both natural and man-made disasters.

The launch ceremony attracted senior officials, directors, and stakeholders from various government and private sectors, along with specialists in the field. The diploma program, led by a team of experts, is designed to equip participants with specialized knowledge, practical training, and essential skills needed to enhance emergency preparedness, planning, and response. It also seeks to improve coordination within the healthcare system, ultimately leading to better patient outcomes during crises.
His Excellency Awadh Seghayer Al Ketbi, Director-General of the Dubai Health Authority, emphasized the strategic importance of this initiative. He stated, "This initiative is part of our ongoing efforts, in collaboration with our strategic partners, to qualify specialized professionals who can strengthen the healthcare sector’s preparedness to handle emergencies and crises."
HE Dr. Ali Sebaa Al Marri, Executive President of the Mohammed Bin Rashid School of Government, highlighted the institution’s role in fostering leadership capabilities within the healthcare sector. "The school’s specialized programs contribute to enhancing the leadership skills of healthcare professionals, empowering them to manage and respond effectively during critical situations. Our collaboration with DHA reflects our shared goal of advancing healthcare leadership and crisis management in the UAE," he added.
This diploma program aligns with DHA’s broader strategy to promote continuous learning and professional development among healthcare personnel, ensuring they are well-prepared to respond efficiently during emergencies. Al Marri expressed a commitment to being a key partner in enhancing national capabilities for managing crises.
Aisha Al Shamsi, Director of Executive Education Programs at the Mohammed Bin Rashid School of Government, explained that the diploma is tailored to equip healthcare specialists with modern skills for anticipating health emergencies and responding effectively. “The program focuses on enhancing the readiness of healthcare professionals to tackle emergencies and disasters through proactive and effective responses,” Al Shamsi said.
Dr. Ramadan Al Blooshi, Advisor to the Director-General of the DHA and Acting Director of the Public Health Protection Department, outlined the program's objectives. He stated, "The aim is to prepare participants to adapt to and manage various challenges during health emergencies and disasters. It also focuses on immediate first aid, supporting mental health for those affected, and developing the leadership and communication skills necessary to coordinate healthcare teams in crises."
The program also promotes ethical standards and professional conduct in delivering healthcare during emergencies, encouraging ongoing learning to stay updated with best practices in the field.
Dr. Al Blooshi further clarified that the program is targeted at a diverse group of professionals, including emergency physicians, critical care nurses, paramedics, emergency medical technicians (EMTs), disaster response coordinators, public health specialists, hospital administrators, military medical staff, community health workers, government officials, policymakers in emergency management, volunteers, NGO staff engaged in disaster relief, and safety and security specialists.
Overall, this diploma is part of DHA’s comprehensive strategy to enhance the capabilities of healthcare workers and improve the UAE's overall crisis response, ensuring a resilient and well-prepared healthcare system.
