In a sweeping crackdown on cross-border cybercrime, a Chinese court has sentenced five top leaders of Myanmar’s notorious Bai family mafia to death. The verdict marks one of Beijing’s toughest actions yet against Southeast Asia’s billion-dollar scam networks that have ensnared thousands of victims.
According to state media, the Shenzhen Intermediate People’s Court found 21 members of the Bai family and their associates guilty of multiple crimes, including fraud, homicide, injury, and trafficking. The five sentenced to death include mafia boss Bai Suocheng, his son Bai Yingcang, and associates Yang Liqiang, Hu Xiaojiang, and Chen Guangyi.
Two others received suspended death sentences, five were handed life imprisonment, and nine more were jailed for terms ranging from three to twenty years.
The Bai family, once among the most powerful mafia clans in Myanmar’s border region of Laukkaing, controlled vast territories through a private militia. Their network of 41 compounds operated casinos, red-light districts, and massive cyber fraud centres that generated more than 29 billion yuan ($4.1 billion). These operations led to at least six deaths and multiple cases of severe abuse, including torture of trafficked workers.
One survivor, featured in a Chinese state media documentary, recounted horrifying abuse inside the Bai-run scam compounds — from beatings to having his fingernails pulled out and fingers severed.
The crackdown forms part of Beijing’s broader effort to dismantle criminal syndicates across Southeast Asia. These groups have long exploited Chinese citizens through online scams, drug trafficking, and illegal gambling. In September 2025, a Chinese court issued death sentences to 11 members of the Ming family, another powerful clan from Laukkaing.
The rise and fall of these mafia families trace back to Myanmar’s shifting political landscape. During the 2000s, Myanmar’s military leader Min Aung Hlaing reportedly supported these groups to consolidate power in the border areas after removing local warlords. For years, their influence remained unchecked until Beijing intervened in 2023, demanding arrests and extraditions.
Bai Suocheng, the Bai patriarch, was among those handed over to China by Myanmar authorities in early 2024. His son, Bai Yingcang, was also separately convicted for trafficking and manufacturing 11 tonnes of methamphetamine.
A Chinese investigator, speaking in a July state documentary, explained Beijing’s motive:
“It’s to warn others — no matter who you are or where you are, if you commit such heinous crimes against the Chinese people, you will face justice.”
China’s latest move underscores its growing determination to root out cross-border crime networks that exploit vulnerable workers and defraud millions — sending a strong message that no mafia, however powerful, is beyond the reach of the law.
