In a significant move signaling closer US-UAE technology ties, the United States has approved the export of several billion dollars’ worth of Nvidia AI chips to the United Arab Emirates. This marks the first major step in a controversial yet strategically important bilateral AI agreement inked in May.
The deal, facilitated by the Commerce Department’s Bureau of Industry and Security, comes with a reciprocal promise from the UAE to invest a matching amount in American projects, solidifying the partnership between the Gulf nation and the US tech ecosystem. While the exact value of the chip shipments and Emirati investments remains undisclosed, officials confirm that the initial approvals set the foundation for a far-reaching AI collaboration.

A Landmark Data Center in Abu Dhabi
At the heart of the agreement is a massive five-gigawatt data center in Abu Dhabi, with OpenAI as a key anchor tenant. The project has drawn attention in Washington, as lawmakers and officials debate the risks and benefits of hosting such significant AI infrastructure outside the US, especially in a region with growing Chinese economic influence.
While this initial batch of licenses does not cover the Abu Dhabi-based AI company G42, which is partnering with OpenAI, it is expected that future shipments will support American cloud operators managing the UAE data center.
Strategic Implications and AI Competition
The deal highlights the UAE’s ambition to become a global AI hub. The Gulf nation plans to invest an estimated $1.4 trillion in the US over the next decade, creating a unique dollar-for-dollar exchange framework tied to chip exports. The US, on its side, intends to approve up to 500,000 advanced AI chips annually for the UAE, with one-fifth earmarked for G42 operations.
This strategic partnership also reflects broader geopolitical concerns. US policymakers aim to prevent Chinese tech firms, including Huawei, from gaining a foothold in the Middle East AI market. While Beijing has made limited attempts to introduce older AI hardware to UAE clients, the US-led approach positions American technology as the dominant player in the region.

The Middle East, and particularly the UAE, is emerging as a key market for AI investments and advanced computing technology. The region’s financial backing and appetite for high-end tech make it a critical market for companies like Nvidia and OpenAI. The agreement also aligns with US efforts to strengthen AI leadership and secure global technology influence while fostering massive investment back home.
As the partnership evolves, the pace and scale of future chip shipments will depend on the UAE’s concrete investment plans in the US. With AI set to shape industries globally, this deal could serve as a template for how technology, diplomacy, and investment intersect in the 21st century.
