US Vice President JD Vance arrived in Israel on Tuesday to push forward efforts aimed at stabilising the fragile Gaza ceasefire and preparing for the second phase of negotiations between Israel and Hamas. The US-led talks come after a first phase of the ceasefire, agreed eight days ago, saw repeated breaches and renewed tensions over hostage returns, humanitarian aid, and border access. Vance’s visit is intended to reinforce the US role in mediating and supporting both sides toward a sustainable truce.
The Gaza ceasefire has faced immediate challenges, with both Israel and Hamas accusing each other of violations. Despite this, the US hopes its 20-point ceasefire plan, outlined by former President Donald Trump, will guide both sides toward longer-term agreements, including the disarmament of Hamas and measures toward a future Palestinian state. Vance’s visit underscores Washington’s commitment to facilitating dialogue and pressing for tougher concessions in the upcoming negotiations.
Vance’s trip follows recent talks between Israeli Prime Minister Benjamin Netanyahu and US envoys, including Steven Witkoff and Jared Kushner. Hamas leaders are simultaneously engaging in mediations in Cairo, led by exiled official Khalil al-Hayya, focusing on post-war arrangements and stabilising the ongoing ceasefire. The US aims to move the Gaza ceasefire to a second phase, which requires both sides to adopt more concrete steps toward ending hostilities and improving humanitarian conditions.
The situation remains tense as Qatar and Turkey, key mediators in the conflict, have highlighted alleged violations by Israel. Meanwhile, the formation of a technocratic Palestinian committee under international supervision is being discussed, allowing governance in Gaza without Hamas participation. While Hamas has signalled support for such a committee, Israel maintains that Hamas must disarm completely before any role in administration is allowed.
Humanitarian concerns remain urgent. Aid deliveries have increased through Israeli-controlled crossings, yet officials warn the amount remains insufficient for Gaza’s population, describing it as "a drop in the ocean." Hostage returns have begun, with one more body identified and Israel returning 15 Palestinian bodies on Tuesday, raising the total to 165. These steps are critical in building trust and progressing the Gaza ceasefire toward its next phase.
Violence continues near the demarcated “yellow line” separating Israeli forces and Gaza residents. Israeli troops reported killing a person crossing the line, highlighting ongoing risks despite the ceasefire. Aid and ceasefire enforcement remain central to the US’s diplomatic efforts. Vance’s visit aims to bolster both sides’ compliance with the first phase of the Gaza ceasefire while laying the groundwork for more substantial agreements in future talks.
