The United Arab Emirates (UAE) has taken another strong step to become a top country in the world. His Highness Sheikh Mohammed bin Rashid Al Maktoum, who is the Vice President and Prime Minister of the UAE and Ruler of Dubai, has launched a new system called the Proactive Government Performance System. This system is designed to improve the way the government works, delivers services, and reaches its goals under the ‘We the UAE 2031’ vision.
What is this new system about?
This Proactive Government Performance System uses advanced Artificial Intelligence (AI). It collects and studies data to make better decisions for the country. The system will help in knowing what is working well and what needs improvement. It can predict future problems and opportunities so that the government can plan everything in advance.

Sheikh Mohammed said that this new system will make the UAE government stronger, smarter, and ready for any challenge. He mentioned, “Our government has launched a new system that uses AI to improve decision-making, planning, and performance. We believe in always improving ourselves to become perfect because continuous development is the key to success.”
Why is this system important?
This system is very special because it is the first of its kind in the world. It will:
Save over 250,000 hours every year. This means government employees will have more time to focus on important work instead of just collecting or entering data.
Improve government performance by an average of 60%, making services faster and better for people.
Process more than 150 million data points every month. This helps leaders get a clear and complete picture of every government sector.
Provide over 50,000 proactive insights every year to the leadership. These insights are like tips or warnings that help in making the best decisions.
Who was present at the launch?
The launch event was attended by:
Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council.
Mohammad Al Gergawi, Minister of Cabinet Affairs.
Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications.
Their presence shows how important this project is for the UAE.
How does the system work?
This system has many powerful tools and features:
It uses AI algorithms and data analytics to check how government departments are performing.
It helps in predicting future challenges and opportunities, so the government is always ready in advance.
It measures 45 times more results annually than before. This means it checks performance in more detail.
It increases each department’s ability to manage its own work by 90%, making them more independent and confident.
It saves time and effort because data is collected and analysed automatically.
Training and benefits
To make sure the system works smoothly, 200 employees have been trained in performance management and data analysis. This will help them understand how to use the system properly and gain the maximum benefits.
This system is also designed to:
Improve service quality for people using government services.
Optimise resources, meaning the government will use its money, time, and people in the best way.
Monitor if national plans and strategies are being completed on time.
Promote transparency. Everyone will know how each department is performing, which builds public trust.
Help in making the right decisions faster, as data is available in real-time.
How does it promote innovation and continuous improvement?
The system encourages innovation by always comparing the UAE’s performance with global best practices. It ensures:
Services make a positive impact on people’s lives.
Results are sustainable, meaning improvements will last for a long time.
Data flows seamlessly between departments, which means no time is wasted waiting for information.
Performance is not only checked but also predicted for future improvements.
The entire system is powered by AI intelligence, making it very advanced.
Strong integration and data security
The system is well connected with different departments. It ensures that data is of high quality, secure, and integrated. Because of this, decisions can be made quickly based on the latest and most accurate data. There is no need to waste time on data entry or collection, which used to take a lot of hours earlier.
Better reporting for better decisions
This system can create flexible reports that support government decisions. For example, if there is a need to change a policy or start a new project, these reports will give clear and deep information. This helps in planning for the future in the best way possible.
Contribution towards a better UAE
Overall, this system will:
Make government work more efficient and effective.
Improve the quality of services provided to the public.
Build greater public trust because people will see visible improvements.
Strengthen decision-making abilities.
Promote innovation in different sectors.
All these things will help the UAE to continue its journey of sustainable development in every field.
History of UAE’s government performance systems
This system is not the first effort by the UAE to improve government performance. It started in 2008 with the Adaa System, then upgraded to Adaa 2.0 in 2013, and later to Adaa 3.0 in 2019. Now, this new Proactive Government Performance System is the most advanced version. It shows the UAE’s strong commitment to always becoming better and remaining one of the leading countries in the world.
The launch of the Proactive Government Performance System marks a new era in the UAE’s journey. It proves how the country uses modern technologies like AI to plan a better future for its people. As Sheikh Mohammed said, continuous improvement leads to perfection, and this system is a big step towards achieving that goal.
