The United Arab Emirates has presented its Tenth National Report during the Review Meeting of the Contracting Parties to the Convention on Nuclear Safety (CNS), held at the International Atomic Energy Agency.
The report outlines the country’s ongoing commitment to maintaining the highest standards of nuclear safety, transparency, and international cooperation. It forms part of the UAE’s obligations under the Convention on Nuclear Safety, a legally binding international framework aimed at ensuring the safe operation of nuclear power plants worldwide.
Major Milestone: Barakah Plant Fully Operational
A key highlight of the report is the successful transition of all four units of the Barakah Nuclear Power Plant into full commercial operation. This marks a significant achievement in the UAE’s peaceful nuclear energy programme and reinforces its role in ensuring long-term energy security.
Stronger Regulatory Framework and Updates
The report showcases the continued evolution of the UAE’s nuclear regulatory system. The Federal Authority for Nuclear Regulation has introduced several key updates, including:
Enhanced regulations for physical protection and cybersecurity
Strengthened certification systems for nuclear personnel
New safety guidelines for transporting radioactive materials
A forward-looking regulatory masterplan for 2025–2029
These measures aim to address emerging challenges and ensure long-term safety and sustainability.
Operational Excellence and Workforce Development
The Nawah Energy Company reported improved operational performance at Barakah, including efficient refuelling outages and safe maintenance practices.
The company has also focused on strengthening safety culture through independent assessments and employee engagement, while investing in workforce training to build national expertise. Strategic partnerships have further supported the growth of the UAE’s nuclear supply chain.
Commitment to Global Standards and Continuous Improvement
The UAE reaffirmed its alignment with international best practices, including adherence to IAEA safety standards and the implementation of the Vienna Declaration on Nuclear Safety principles.
The report also highlights efforts to:

According to Christer Viktorsson, the report reflects the UAE’s strong commitment to maintaining a robust and evolving regulatory framework while ensuring safe operations at Barakah.
The UAE became a Contracting Party to the Convention on Nuclear Safety in 2009 and continues to actively participate in its review processes, reinforcing its position as a responsible member of the global nuclear community.
